Inspections show no sign of online gambling so far
As authorities yesterday began inspecting the Kingdom’s casinos, the Interior Ministry reported that none had been found to be illegally operating online or arcade gambling following a ban which kicked in this year.

The ministry’s anti-commercial gambling department began a three-day inspection push yesterday after the ban, first announced by Prime Minister HE in August, became effective.

Lieutenant General Sien Sen, director of the department, yesterday said casinos inspected so far have been adhering to the new ban.

“We started our inspection campaign…and so far, we have not yet found any illegal online gambling operations,” Lt Gen Sen said. “Some of those casinos ceased their [online gambling] operations while others are still being inspected.”

“We need three days to inspect each casino in the country. Our joint committee is still working on it,” he added. “We are only cracking down on online and arcade gambling operations, which are illegal.”

Mr HE issued the ban as a way to stymie growing crimes linked to gambling debts, including kidnapping and extortion. Following his August announcement, thousands of gamblers fled the country.

The number of licensed casinos also dropped from 163 in June to 136, as of last month, according to the Finance Ministry.

Days before the directive became effective, the anti-commercial gambling department said 91 of the 136 were operating online or arcade gambling.

Lt Gen Sen noted that General Neth Savoeun, chief of the National Police, earlier this week invited casino representatives to a meeting to warn them of the incoming ban.

“He called on all casino owners to cooperate with the government order,” he said. “They have been cooperating well with our authorities. Most of the casinos in the Kingdom are owned by Chinese people and are located in Sihanoukville.”

“I think they understand the government’s directive banning all online and arcade gambling operations,” he added. “Prime Minister HE has already publicly announced the ban and the Finance Ministry has already informed each casino about the matter. The ministry told them to voluntarily cease operations themselves.”

The majority of the Kingdom’s casinos are located in Preah Sihanouk province, where there are now more than 70 casinos left, mostly owned by Chinese investors, according to Kheang Phearom, a spokesman for the Provincial Hall.

The General Department of Immigration on Tuesday said about 447,000 Chinese nationals have left the Kingdom since the ban was announced in August.

To defy Cambodia online casino ban gangsterism: police

A senior Cambodian police official reportedly said on Tuesday that any person or entity that defied the just-imposed ban regarding online gambling services being based in that country would be labelled “gangsters” and dealt with accordingly.

“The National Police chief had made it clear that any individual or group who defies the order is to be considered as gangsters,” said Chhay Kim Khoeun, spokesman for the force, as quoted by the Phnom Penh newspaper on Tuesday.

Online and arcade gambling operations closed in 91 casinos

The Finance Ministry yesterday reported the Kingdom has successfully shuttered all registered online and arcade gambling operations in 91 casinos.

Prime Minister HE issued a directive on August 18, banning all online and arcade gambling in the Kingdom by the end of 2019 because some licensed online gambling operations rigged their games and threatened those who are not able to repay gambling debts.

A joint committee composed of Finance and Interior Ministry officials, National Police and National Military police officers began inspecting all casinos operating online gambling in the Kingdom since January 1 when the ban came into effect.

Ros Phearun, deputy director-general of the ministry’s financial industry department, yesterday said 91 casinos which operated online and arcade gambling ceased their operations.

Mr Phearun said authorities will continue monitoring all casinos if they restart operating online gambling.

200k Chinese Left Cambodia after Government Closes Online Gambling: 2019 Immigration Report

Phnom Penh (FN), Jan. 30 – At least 200,000 Chinese had left Cambodia as of late 2019 following the closure of online gambling, according to General Department of Immigration’s report released Thursday at the 2019 annual congress.

The Royal Government of Cambodia decided to stop granting licenses to online gambling inside and outside the kingdom, according to the circular signed by Prime Minister HE on 18 August 2019.

"All types and forms of online gambling in Cambodia are illegal and must entirely stop by 2019.”
The circular added that police and relevant authority must investigate and obstruct all forms of illegal online gambling.

Meanwhile, online gambling operator M88 (Mansion88) will reportedly withdraw its services from both Cambodia and Malaysia on May 31. Customers were told that “all promotions have been discontinued with effect from May 25. You can still continue to play with your existing funds in the wallet or you may wish to withdraw by May 31.”

The company reportedly viewed the two markets as small fish compared to its operations in China, Thailand and Vietnam. Cambodia’s National Police Blocks Six Online Gambling Sites for Offering Illegal Games to Local Customers

Neth Savoeun, the chief of Cambodia’s National Police, has issued an order to the Central Security Department to go after companies that operate online gambling sites and bring them to justice.

The order has been unveiled at the same time when some Ministry of Posts and Telecommunications officials have been trying to see six online gambling sites that emerged over the weekend blocked. The Ministry of Posts and Telecommunications joined forces with the National Police and the Central Security Department to have a total of six gambling websites blocked following allegations that the operators have been offering illegal games online.

The National Police chief ordered the Department to investigate the alleged violations and search for the sources behind the illegal online games offered on the territory of the country.
The six gambling sites that were blocked by the authorities include the following domains – www.asb365.com, www.sbc369.net, www.afb1188.com, www.ibc2888.com, www.v89bet.com and www.a28bet.com.

Over the weekend, a circular banning all kinds of online gambling sites was rolled out by the Cambodian Government, following revelations such websites are linked to terrorists, the mafia and some money launderers. According to the local police, most of the illegal online game operators are Chinese.

Cambodia: talk of online gambling’s return “completely imagined”

Cambodia keeps busting unauthorized online gambling operators, while the government is adamant that the legal option is never, ever, EVER coming back.

On Tuesday, the Phnom Penh Post reported that police in Cambodia’s capital had arrested 10 foreign nationals following raids on two locations in a gated community suspected of hosting an illegal online gambling operation.

While the raids resulted in the seizure of the usual complement of computers, phones and other tricks of the trade, police are still interrogating the arrested suspects, apparently convinced that there are additional members of the operation that remain at large.

After developing a reputation as a thriving hub for Asian-facing online gambling operators, Cambodia’s Prime Minister HE announced plans in August 2019 to ban online gambling by the start of 2020. While initial reports were that the ban was a success, later reports suggested that not all Cambodian casinos were observing the ban.

San Chey, exec director of the Affiliated Network for Social Accountability (ANSA) non-governmental organization, was quoted in the Post article saying the government still had work to do to ensure the law was being observed. “Online casinos or online games are still there. The crackdown on online gambling is not yet effective.”

Cambodia recently approved its long-awaited Law on the Management of Integrated Resorts and Commercial Gambling (LMCG), which pointedly includes no legal cover for online gambling. While that point may not be getting across at home, Cambodia’s government appears serious about convincing international observers that there’s no going back.

Last week, Chinese state-run media quoted Khieu Sopheak, spokesman for Cambodia’s Interior Ministry, saying online speculation that Cambodia might be rethinking its online ban was “completely imagined.” Sopheak said the government “is firm and will never allow online gambling to make a comeback.”
