Cage Man: A Family Struggles with Mentally Ill Arsonist and Drug Addict
Unfortunately, there is not much help available for families struggling to take care of mentally ill drug addicts. In this case, they send him to the "correction center" (rehabilitation), but then he was sent home again. Then the family put him in a cage, and somehow he set fire to the house.
Cambodia Breaking News (Phnom Penh): On August 5, 2019, at 10:05 am, a 28-year-old drug-addicted man suffering from mental illness, Sok Sambath, was detained after setting fire to his family's home in Sangkat Sras Chok, Khan Don Penh, Phnom Penh. The local people and the police helped to put out the fire.
The suspect has tried to burn his house many times, which scared the neighbors, and his family used to take him to the correction center for treatment. However, the suspect has a mental illness, and he caused trouble in the center, so the authorities sent him back home. His family decided to lock him up in a cage because they didn't know what to do.
After the arson incident, the police sent the suspect back to the correction center again.

Seems the best solution in the circumstances.His family decided to lock him up in a cage because they didn't know what to do.
When I worked in Burma last year and used to visit orphanages nearby in Shan state, some of the mentally ill kids were tied by ropes to concrete pillars to stop them wandering off, because there were no staff to keep an eye on them

Sure, it's not like there are too many better options around. Either let him go and he'll burn the house down, or get him in a rehabilitation center (a compound full of mentally ill and derelict people) where they'll probably have to restrain him again.
