This abomination is likely to be on Riverside, I assume .so the pre-existing colonial architecture, eventually swallowed by the greed of development.
Having no authority to control the essence of aesthetics, will be the cities undoing.

I'm sure there are lots of controls on what you can build. I'm sure the local Sangkat right up though the Khan and then to city level will all have something to say about you building a 12 story building surrounded by 3 storey buildings.
They get built because most 'planning' obstacles can be overcome with money. Unless your project towers over a Royal property, a Wat or the home of a seriously rich Okna, I doubt there isn't much that couldn't get built.
I would be much more concerned about the build quality and the ratio between the height, weight, the footprint of the building and the foundations upon which it is all rests.

It's so high that it almost disappears into the blue sky.
It's absolutely ridiculous for a planning authority to allow such an out of kilter eyesore,
unless it's a control tower for a nearby airport.

Good shot at Phnom Penh airport Sinus, but getting back to the tall building, I recall reading somewhere of "HE" liking buildings 5 floors and above.
Always "hope" but never "expect".
