What are the rules on the no shirt thing? What kind of distance do you need to be from a house before it's public? Myself and my neighbours are generally shirtless, but if I go to the shop for something I'll put a shirt on. However if I'm emptying the bins on the corner I won't bother.

They told the police that they were so drunk that they didn't know that taking your shirt off in public is illegal in Cambodia.
Is that right? I know it's frowned upon here and even the tuk tuk guys roll up their shirts half way..

But what about the shirtless guys on riverside...OK for them?

Or, do you just have to be drunk, disorderly, causing a nuisance and have lots of tatts before it becomes an offence? :unknown:

My guess is it was a preemptive strike by the police. three drunk ass hats making a commotion easy to just arrest them on a spurious charge to cool them off before they did any real damage.
