There must be a way around this. I'm not a hairdresser I'm a hairdresser trainer showing Cambodians how to cut and therefore earning a higher salary as a specialist.

You should have done the training voluntary, because now you are liable to pay the higher double tax rate

Following the growing number of foreigners who come to invest and work in Cambodia, the country’s Ministry of Labour said that it will make an announcement soon to ban foreigners from self-employment on 10 types of jobs including driving a taxi, tuk-tuk, or motor taxi; or being a street vendor, barber, delivery man, or other small occupations. The ministry will also prohibit foreigners from taking up positions as human resources managers or employees in private enterprises.
This came in response to a question asked on 15 July as to whether a foreigner could freely work and run businesses in Cambodia. The ministry’s spokesman Heng Sour answered the question, saying that a foreigner could invest, run business, and work in the Kingdom by following the investment, immigration, and labour laws.

That above is a good article, does Sihanoukville belong to China? The same soon maybe asked about a few more cities in a short time to come. In that article, with the new laws on investment and running business (following the investment, immigration, and labour laws). I think most western business people did just that, even in the old Sihanoukville, to the point of paying a higher tax (what is also newly proposed) higher tax rate (up to five times the rate in some cases) then their equal Khmer business neighbour. Also the so called western establishment would mostly or always hire Khmer staff over people of their own kind, and provide training, not only taking on experienced employees, in effect giving new skills to someone who could also hopefully, gain employment anywhere they wished if necessary. I know when in business myself I fit all of the new quota now being put forward. Apart from my visa cost was $100+ more expensive. Listed so far are seven restricted job possibilities out of the ten proposed.I notice that new laws are made accordingly when needed, usually after or later, when someone has already been allowed to proceed with something. It does seem to be aimed at the new lower end of Chinese business, I would also suggest that China would now be aware of this move, it may slow some new investors and their plan to come here at this time, lets hope it will not be the ones whom may benefit the working labour of the country. Also the Chinese investors of the tourism business including sightseeing and the casino industry, rely on the few businesses here that may soon be banned to their own, such as reliable transport, lately it was fact that many Khmer drivers didn't hold a drivers licence for the job they held. Even their own hairstylists/barbers who know the styles for the paying holidaymakers, lets face it these places are where people wish to talk to each other.
“Chinafication”, and the lack of “Cambodian-ness” is only self made due to the Khmer land and property owners, selling or leasing to the now Chinese, why! No other reason, but money. But the big question is, how long does it take you to realise it doesn't last for ever, and some of those leases will take up the time of three generations of a Khmer family.

When have the Khmer, especially those in power, or wealthy, or with land, ever think about the long term and make plans? During Angkorian Times (maybe) but nothing in recent modern history.
Cambodia will eventually become a Mainland Chinese colony, with one country, two systems, in place.

Cambodia will be eventually overrun by the mainland Chinese and will become a special economic zone of China. The entire country, one big Sihanoukville. The mainland Chinese have the numbers (and the leaders the desire) to make it happen.
The locals are more than willing to profit from it happening. Iron Man and the King already go there.
And the ordinary Khmer? Witness what happened to the CNRP. No way the CPP will ever lose it’s grip.
Just another reason I can’t work in Cambodia. Happy to the eternal tourist in the Kingdom of Wonder.

Are these things a sign of what's to come? Many if not most western companies have left or are in the process of leaving China due to China's shift in policy from one of welcoming foreigners and their investments to a more hostile environment. I am afraid that it has already begun here in Cambodia. Word to the wise, have a plan B, just saying.

I just read some of the small print in the Ministry of Labour document, and it says work as a moderator

Tuk-tuk driver, hairdresser, tailor, masseuse and mechanic are among the jobs now confirmed as off-limits to foreigners after the Ministry of Labour and Vocational Training signed a prakas on Wednesday aimed at protecting the local job market.
The passing of the sub-decree, which outlines 10 employment categories largely in the informal and self-employed sectors, was welcomed by unions.
Category 1 of the prakas, signed by Minister of Labour and Vocational Training Ith Sam Heng on Wednesday, forbids foreigners from being the “drivers of all types of vehicles as a business, such as two- and three-wheeled vehicles, cars and trucks”.
Non-Cambodians are also not allowed to be “vendors selling goods in public locations either on foot or using all types of vehicles”; “provide massages in public locations”; or work as “barbers, hairdressers and beauticians”.
Non-Cambodians are also not allowed to be “vendors selling goods in public locations either on foot or using all types of vehicles”; “provide massages in public locations”; or work as “barbers, hairdressers and beauticians”.
Foreigners cannot “provide sewing services or shine shoes”; be “a tailor or dressmaker”; a “tyre repairer or mechanic”; “a producer of Khmer souvenirs”; or “a producer of Khmer musical instruments, monk’s alms bowls or Buddhist statues”.
The final category states that foreigners cannot work as “goldsmiths or processors of precious stones”.
“The Ministry of Labour and Vocational Training will not provide or extend work permits or employment cards for foreigners carrying out occupations and jobs as stipulated in Article 2 of this prakas.
