Think again. The Khmer Times article specifically says there are more than 100,000 Chinese living in the Kingdom. And the Chinese naturally prefer getting services from other Chinese. It is so bad that many Khmers in Sihanoukville actually feel that they are in the minority in their own country. And that is bad for political reasons. A huge number of voting citizens feeling disenfrachised and vocalizing their discontent is exactly the kind of situation that the CPP can not allow if they are going to maintain their hold.

I seriously doubt this type of policy would have been necessary if we were only talking about a few scraggely old barangs. This is squarely aimed at giving the Khmers something they can use to make sure China doesn't completely take over the country. And it is a smart move politically.

This is quite clearly aimed at the chinese and their closed-shop hiring practices, despite what I wrote to rib brody
specifically requiring the HR dept to be all khmer is telling

Well it does raise the issue: it's all well and good to have the policy but will they have the will and capability to enact it..

Think again (take2) There are more than 100,000 Chinese “legally” living and working in the Kingdom and many are catering for the needs of the large majority of Cambodia’s welcomed new tourist trade, whom also are of the same nationality, so it seems fitting and logical for them to work in all manner, toward their objective, tourism and the hospitality industry, being that this will in affect keep the tourists visiting the kingdom and even have favourable possibilities of raising a future higher number of visitors.
Sihanoukville being the start of the main project will place Cambodia on the map for the world to see. With vast amounts of monies that have been injected into the new coastal city, with it’s working docks and world trade route, the deep-sea docks also catering for large luxury cruise ships.
Sihanouk International Airport offers easy access for tourists. With also Rail and road links to the Capital Phnom Penh.
New operational factories that employ many Khmer workers.
Sihanoukville now being a new developed area towards tourism. Visitors whom wish to play the latest games in the new casinos, and also be pampered within the comforts of 5* luxury. Sihanoukville being the newest, developing gambling mecca of SE Asia.
I have to agree with your quote about the Khmer now living in the area, being that of a minority, that is without doubt. Also anywhere in the world there are the complainers who don’t like change, and see someone doing better then themselves. But that is how it has turned out from the little sleepy beach town of the past. Development as had some good and bad effects for the residents, in this case the government being 100% behind most of the progress in the city, and the overall country it seems. It was also the Khmer people whom helped its development buy renting or selling lands and properties. It was not the Chinese who took it away from now the minority of the people and westerners of the area at the time, the Chinese had and still hold their passport! that “being money”. And that word changes everything in this part of the world.
Overall the end result is the Kingdom is making a lot of money, be it mainly in tax and trade agreements, farming, power, training and Aid, the negotiations and relations between the two governments agreements with China itself and its private and public sector. I would have doubts that new laws of what people can work at here, would be made to upset some kind of agreements or balance.

Today’s article from the Phnom Penh Post… Some jobs off limits to foreigners from August

Beginning from the second week of August, foreigners will be banned from driving taxis and tuk-tuks, as well as being motorcycle delivery drivers, street food vendors, hairdressers and product distributors among other lower-income jobs.

Labour ministry spokesman Heng Sour says a decision to ban foreigners from certain jobs will protect small enterprises and family-owned businesses.

Sam Oeun said the government should increase taxes on foreigners and see they are properly controlled.
“I think if foreigners are employed, they should be taxed more than Cambodians. In some employment areas, we can lose advantages,” Sam Oeun said.

They also need employment visas and work permits to work in the Kingdom.
Sour said foreigners working in Cambodia must pay $180 for a one-year visa, and they also require a work permit costing around $130 per year.

The Ministry of Labour and Vocational Training has stated the official price of the one year visa cost, but on average the visa would cost $100+ more to the foreigner.

I don't believe that a visa or extension at that low price has ever existed in this country. Is it some special visa for Chinese/ Koreans/ Japanese? 8-)
