Think again. The Khmer Times article specifically says there are more than 100,000 Chinese living in the Kingdom. And the Chinese naturally prefer getting services from other Chinese. It is so bad that many Khmers in Sihanoukville actually feel that they are in the minority in their own country. And that is bad for political reasons. Sihanoukville being the start of the main project will place Cambodia on the map for the world to see. With vast amounts of monies that have been injected into the new coastal city, with it’s working docks and world trade route, the deep-sea docks also catering for large luxury cruise ships.
Sihanouk International Airport offers easy access for tourists. With also Rail and road links to the Capital Phnom Penh.
New operational factories that employ many Khmer workers.
Sihanoukville now being a new developed area towards tourism. Visitors whom wish to play the latest games in the new casinos, and also be pampered within the comforts of 5* luxury. Sihanoukville being the newest, developing gambling mecca of SE Asia.
I have to agree with your quote about the Khmer now living in the area, being that of a minority, that is without doubt. Also anywhere in the world there are the complainers who don’t like change, and see someone doing better then themselves. But that is how it has turned out from the little sleepy beach town of the past. Development as had some good and bad effects for the residents, in this case the government being 100% behind most of the progress in the city, and the overall country it seems. It was also the Khmer people whom helped its development buy renting or selling lands and properties. It was not the Chinese who took it away from now the minority of the people and westerners of the area at the time, the Chinese had and still hold their passport! that “being money”. And that word changes everything in this part of the world.
Overall the end result is the Kingdom is making a lot of money, be it mainly in tax and trade agreements, farming, power, training and Aid, the negotiations and relations between the two governments agreements with China itself and its private and public sector. I would have doubts that new laws of what people can work at here, would be made to upset some kind of agreements or balance.
