Finnish Man Held for No Passport and Causing Confusion in Public

Cambodia Breaking News(Phnom Penh): On July 15, 2019, at 17:00, the Phnom Penh Immigration and Customs Enforcement Office received a foreigner, a 26-year-old Finnish male, from the Phnom Penh police force at Veal Vorn Station, Khan 7 Makara, Phnom Penh. He was taken into custody for not having a passport and causing confusion in public. He is named by the authorities as SEPPO VELI PERRERI KALLIOINEN, and he appears to be slightly wounded on his right arm.

On questioning by the immigration officials, the man said that he arrived in Cambodia on 7 May 2019 at the Bavet border post with Vietnam. He said that this is his second visit to Cambodia.
Currently the man has no passport, and he has been sent to the Department of Immigration to carry out the proceedings of the law.

Taken into custody for not having a passport.

That implies the young man should have been carrying one on his person, or am I reading that incorrectly?

I got some food delivered on the weekend, it came to $14, I gave the guy $15, he proceeded to use the calculator on his phone to figure out the change.

Do these people really have no passport or visa or is it that they did not have it on them when asked for it.
I don't carry mine every time I leave the house so am I a possible CEO star of the future???

I don't believe anyone is required to carry a passport but they should be able to show one from their house when requested. This guy probably lost his way back.

Probably something to do with the bandage on his arm. He got into a fight or attacked an ATM or something.
