Horrible accident anyway but most likely not the last one.

Local authorities already started to plee their innocence:

“A statement by the government and local authorities said the construction was illegal and the Chinese owner ignored orders to stop the construction.”

BREAKING NEWS: 17 Workers Deceased and 24 Injured after Building Collapses in Sihanoukville (Update)

Sihanoukville (FN), June 23 - A seven-storey building in the west coast of Cambodia's Sihanoukville province collapsed at about 5 a.m in the morning of Saturday, 22 June.

As of 6:30 a.m of Sunday, 17 bodies of construction workers found dead and 24 others were injured, according to Sihanoukville govenor Yun Min.

The Chinese-owned 15-meter wide and 30-meter long building, completed 80 per cent, is located near Arunreas Garage in Number 4 commune of Sihanoukville city.

Four people have been arrested for questioning in connection with the accident, including the building owner, head of the construction project, the contractor, and a Cambodian landowner.

Cambodian Prime Minister HE, who is in Bangkok for the ASEAN Summit, announced yesterday to donate USD 10,000 to each of the dead victim, and USD 1,250 to those injured, plus free treatment, according to his Facebook post.

UPDATE:
At around noon today, the body of an unidentified man was recovered by rescue workers, bringing the death toll to 18. The number of injured remains at 24.

A seven-storey building has collapsed in Cambodia, killing at least 18 people with others reported missing, officials say.

At least 24 people have been injured - several critically - as the search for survivors continues.

The building under construction in the coastal city of Sihanoukville was owned by a Chinese company.

Four people have been arrested over the collapse, including the Chinese building owner, the head of the construction firm and the contractor. A Cambodian landowner has also been taken in for questioning.

Reports vary on the number of people missing as rescue efforts continue. Three of the victims have been confirmed as Cambodian - two workers and a translator.
About 1,000 people contributed to a rescue effort which involved using saws to cut steel beams in order to move piles of rubble from the site.

Construction workers told the Associated Press that they were also living in the building.

"A moment before the building collapsed it was vibrating and then it was falling down," Nhor Chandeun told the news agency. "But it was too quick to escape."
"My wife and I kept calling for help," he said. "We were shouting and shouting but there was no sound replying to us and we presumed that we would die under the rubble."
Both he and his wife were rescued after 12 hours of being trapped.

The provincial governor said about 50 workers would usually be on site at the time the building collapsed.

The building collapse - the worst of its kind in Cambodia in recent years - will raise further questions over the rate and sustainability of construction in Sihanoukville.

That is not really how it works. No professional builder or inspector would be that stupid in Australia.

The only place you get 4 inch concrete slabs is in floors on the ground. The only place you get 3 inch concrete slabs is walking paths. Upper floor slabs are thicker. Slabs with vehicles driving on them are thicker.

No professional uses undersize reinforcing steel.

Galv plumbing is almost never used. A lot of modern plumbing is now plastic. Copper is used in some situations.

What is happening:

Engineers are reducing the margin of safety to save money. For example: 40 years ago the structural elements in a building may have been able to take 20 times the weight put on them. In some modern buildings the structural elements may now only be able to take 5 times the weight put on them. When something goes wrong, for example, a particular batch of concrete may not be as strong as it should be, it may be able to take less than that again. In extreme cases, it may fail.

Another problem can be ground works. For example, the ground may be softer than it should be.

Then there is human error. Maybe the person they hired is not as good as he claims to be. Even good people can make mistakes.
