Beware of child sex tourists in Cambodia: Aple
Anti-paedophile NGO Action Pour Les Enfants on Friday said that it cooperated with authorities to crack down on 18 child sex cases involving more than 10 foreigners last year.

Executive director Samleang Seila said that in the first few months of this year around two or three cases involving foreigners have been uncovered so far.

Speaking at a workshop on International Cooperation in Cases of Child Sexual Abuse Committed by Travelling Child Sex Offenders in Phnom Penh, he noted that over the past 10 years, Aple has rescued more than 800 children and more than 300 people, including 130 foreigners who were punished according to the law.

Mr Seila urged the authorities to crack down on child sex tourism, noting that while sex crimes against children appear to have decreased Aple believes there are still a number of foreign paedophiles visiting the Kingdom.

“We still think that Cambodia is a popular target of sex tourists even though the authorities have stepped up crackdowns,” he said.

Mr Seila said that many offenders pretend to be doing humanitarian work by “rescuing children” from poor families promising to take care of their education and other needs.

He said these paedophiles then lure the children to stay with them in their rental houses and sexually abuse them.
“It is difficult to crack down on such cases because, unlike rapes (sic), the perpetrators pose as good people and are respected by the parents and community who are not aware of or are unwilling to report the crimes,” Mr Seila said.

Shouldn't the focus be on all pedophiles, regardless of nationality? Or is it fundraising season already and that old spin sell better?

Ministry: More kids victims of trafficking

Authorities rescued 263 people from human trafficking in the first six months of the year – an increase of nearly 150 per cent on the same period last year – with a large number of the victims being children, the Ministry of Interior said.

Of the 263 victims that were rescued, 101 were under the age of 18, and senior ministry officials and members of civil society voiced concerns over the increase on Tuesday.

The ministry has said that some 150,000 tourists a year travel to Cambodia to sexually exploit children.

This is just the same crap as the LPG truck in Siem Reap causing the explosion containing 2000L.

Cambodian government and numbers are a bad combi, even when a Casio is involved.

Thats 410 a day arriving.

Even if they caught 10% thats 280 a week.

Wonder where they got the figure from.? Seems on the high side.

Cambodian locations identified as child-sex tourism hotspots
The National Committee for Counter-Trafficking has identified the capital and three provinces as locations where children are the most vulnerable to attacks from paedophiles entering the Kingdom as tourists.

Chou Bun Eng, an Interior Ministry secretary of state and also a NCCT vice chairwoman, yesterday urged authorities in the capital, Kampot, Siem Reap and Preah Sihanouk provinces to be extra vigilant to protect children from these predators.

Speaking at a workshop on the prevention of sexual exploitation of children in travel and tourism held in the capital, she noted that NCCT and other relevant partners, such as Action Pour Les Enfants, are also concerned over the exploitation of children through social media.

“We notice that the use of information technology, especially social media, is becoming more and more common and there are unscrupulous people who misuse it to commit crimes, including sexual exploitation of children, Ms Bun Eng said. “We urge service providers to monitor Internet content to protect children from being lured by paedophiles.”

She noted that to deal with the problem, the Interior Ministry has set up an anti-cybercrimes department.

Child sex tourism is, and always will be a problem wherever there's poverty. It's a problem in all countries which have large populations of impoverished people, It's that which these animals exploit. which is what makes it twice as evil. As if having to live on a few dollars a day, spending your evenings rummaging through other people's rubbish to find empty plastic bottles or waste paper to sell wasn't a hard enough life.

It goes without saying that all child sexual exploitation is abhorrent, but there's something especially repugnant about people who travel to poor countries to exploit those who's lives are already hopeless. It's easy to blame the parents, who are often complicit in these crimes, and I'm not saying it's right, but we can all understand the temptation as to why they do it.

I realise it's much easier said than done, but tackling the poverty would go a long way to tackling this sick problem.
The difference between animals and humans is that animals would never allow the dumb ones to lead the pack.

Cambodia’s paedophiles and the internet

A few months ago, on 18 May, international news agency Agence France-Presse (AFP) reported that Southeast Asia was in the grip of a fresh surge of paedophile activity where predators orchestrated and watched abuse on live-streaming sites and via webcams, and paid for it with near-untraceable cryptocurrency.

The report acknowledged that tougher policing and greater awareness had managed to deter some offenders. However, technology had also enabled the shifting of patterns of abuse in a region with growing access to broadband internet and encrypted technology.

“Paedophiles can now use an array of mobile and online tools – including social networks, video-sharing sites, and the dark web – to direct and watch child rape and sexual abuse with anonymity, experts warn,” AFP wrote in its report.
