It seems like standard best practice amongst child protection NGOs in all countries should be that they all investigate each other on a regular basis by default, given the tendency of predators to take jobs in such organisations.

You'll have to point it out cause I'm not seeing it. I'm not talking about NGOs investigating themselves, I'm talking about them investigating each other. If they're so well organised that they can successfully cover up each other without a single member of either group blowing the whistle then I'm almost inclined to let them have the win...
