It seems like standard best practice amongst child protection NGOs in all countries should be that they all investigate each other on a regular basis by default, given the tendency of predators to take jobs in such organisations.

i agree, though there seems to be a logical flaw in the argument

You'll have to point it out cause I'm not seeing it. I'm not talking about NGOs investigating themselves, I'm talking about them investigating each other. Even if both orgs doing the investigation are headed by pedophiles their incentive would still be to take down their counterpart.

If they're so well organised that they can successfully cover up each other without a single member of either group blowing the whistle then I'm almost inclined to let them have the win...
