Even on the National Roads there are no passing lanes. The only choice to pass other cars is to go into the oncoming traffic lane. If the number of lanes increased plus a hefty dose of driver education, maybe the accident rate might go down.

Lanes aren't really the answer. Even on HE boulevard (2-3 lames each way) I've seen accidents. It's almost unbelievable, but slow vehicles sticking to the left lane, people overtaking in blind spots, expecting others to always yield etc. They still manage to get into accidents on a big wide road that's essentially straight as an arrow. It's simply due to driver error and to put it bluntly, the stupidity of local drivers. Education and common sense are what's lacking, not lanes. 98% of accidents can be avoided with a bit of defensive driving skills and common sense.

Strange, we have all kind of driving education in europe and common sense I suppose but still I see more aggressive speeding drivers here than in cambodia.
Especially motorbikes on the weekend, totally out of there mind and that annoying noise.

Latest reports say it was Virak Buntham's mini bus at fault (again)
“After inspecting the scene on Sunday morning, national and provincial police committee experts have determined that this horrific accident was caused by a Virak Buntham minibus,” Lon said.

Naphal said there were nine people in the minibus, five of whom were killed, including the driver, while the other four passengers sustained serious injuries.
According to a report issued by the police committee, which was obtained by The Post on Sunday, the 25-seat minibus owned by Virak Buntham Express Tour & Travel was travelling from Preah Sihanouk province to Phnom Penh.
The report said the minibus tried to overtake another vehicle but collided with a Hyundai truck travelling in the opposite direction.
The minibus then collided with a Toyota Highlander carrying five passengers including the three customs officials.
“After the collision, the Highlander and the Hyundai burst into flames,” the report said.
All five passengers in the Highlander were killed instantly.
The injured were sent to Kampong Speu provincial hospital, the report said, while the driver of the Hyundai truck fled the scene.

I've seen two motorbikes running into each other on a two lane road with no other traffic than those two. One came out of a petrol station, paying zero attention, the other was driving in a straight line, not paying attention too.
