What theory is that? I've never heard it. In the USA, residential tenants have the same rights or more rights than business tenants. Forget all the fake history lessons on the Chinese here. The Chinese are fascist capitalists and yeah.. if not stopped.. will take over Kampot and destroy it for a 50 cent profit.
When I was in Kampot a couple months ago I was startled at seeing all the Chinese new comers. Its mostly scum criminals and their support stafff.
It would be ironic if they take over and the Chinese dam breaks... and they all get killed

There's several casinos operating in Kampot Province on the border with Hatien-Vietnam.
If more licenses are being issued, my guess its for the Viet border area or Bokor, not in Kampot Town itself.
