Police officer at the Ministry of Interior Detained for Drug Trafficking in Siem Reap

(Siem Reap): On May 29, 2019, Boun Ly Vong, a 30-year-old police lieutenant colonel at the Ministry of Interior, was arrested last week by the police force. Following a confession by the man's two accomplices, a court order was issued by the Siem Reap provincial court on drug trafficking charges.
The arrest came after the Siem Reap police force arrested two suspects in possession of nearly a kilo of methamphetamine in Siem Reap City. The first two suspects were identified as Sreynev Virak, born in 1993, and Duong Sam Oeun, born in 1994, and they were sent to the Siem Reap Provincial Court to take legal action. Under police questioning, the suspects had named Boun Ly Vong as their drug supplier.

Siem Reap, Cambodia News: Chouhem Heang, the investigating judge of the Siem Reap court, as confirmed that a 30-year-old police officer, named Lt. Colonel Boun Ly Vong, is being held in detention on charges related to illegal drug trafficking in Traing Village, Slor Kram District, Siem Reap Province.
The criminal offenses are defined as punishable under the provisions of Article 40, paragraph 1. 3 and 7, paragraph 4 of the Law on Drug Control dated May 25, 2019 at Siem Reap Provincial Court.

Police officer suspected of supplying drugs in Siem Reap

Siem Reap Provincial Court yesterday charged a penal police officer suspected of supplying drugs to criminals in Siem Reap city.
Major General Tith Narong, provincial police chief, said police officers from the provincial anti-drug department arrested two suspected drug dealers at their home in Slor Kram commune on May 16.
He said that after their home was raided, police seized a dozen packages of methamphetamine weighing 712 grams, one scale, two phones, and other drug materials.
Maj Gen Narong said that during questioning, both men confessed that the drugs were supplied by a police officer.
After obtaining an arrest warrant from the provincial court on May 19, police then arrested 30-year-old Lieutenant Colonel Bun Livong, a penal police officer with the Interior Ministry living in Siem Reap city’s Sala Kamroeuk commune.
“The police officer arrested was the leader of a drug trafficking ring and he’s involved in the distribution of drugs to users in nightclubs and karaoke bars in the city,” Maj Gen Narong said, noting that the officer denied the allegation.

Cambodia News (Phnom Penh): On February 1, 2023, the Supreme Court turned down the appeal of Bun Livong, a 30-year-old former police officer who was sentenced to 30 years in prison for trafficking drugs in 2019.
The ex-Lieutenant Colonel Bun Livong, was a penal police officer with the Interior Ministry in Siem Reap when he was arrested on charges of selling drugs to criminals. He was named as the drug supply source by local two drug traffickers who were arrested with 712grams of methamphetamine. However, no drugs were found in the officer's possession, and he denies all charges.
At the time, police cracked down hard on the ex-officer because of [unconfirmed and libelous] rumors that members of the police were involved in Siem Reap's drug trade, which was undermining public confidence in the police in general, and Siem Reap police in particular.

He first appealed the sentence before the Appeal Court of Phnom Penh, and got the same verdict on May 25, 2019. He then made a last desperate appeal to the Supreme Court, which was also denied.
