angkorjohn2, nope, he told me he had been a teacher and was from Ontario, Canada. I thought that it was strange as there had been a well-publicized trial of a Holocaust denier that was a teacher in Canada and RB must have known about it.

On March 9, 2010, the Kingston Police executed a search warrant at "Bobby's" home and found many pictures and videos of child pornography on his computer. He was subsequently charged with one count of possession of child pornography. On or about June 4, 2012, in the Ontario Court of Justice, he was granted a stay of proceedings as a result of a violation of his section 11(b) rights under the Canadian Charter of Rights and Freedoms.

American Pedophile Under Federal Investigation, 5 Minors Aged 10-15 Rescued

Once again, an American pedophile is behind bars for child prostitution in Cambodia. It breaks our hearts to have to continue rescuing young girls from men like this, but we know there’s hope for the girls to have a future and life of freedom.

On May 22nd, 4 young girls aged 12-15 who were victims of an American named James Cline, along with another 10-year-old girl, were transferred to our Restoration Home by our SWAT Team.

All of the children had been trafficked and forced to beg for money from tourists by a woman who was already under investigation by Siem Reap Police and AIM SWAT for trafficking children in the area. On June 10, the investigation led to the identification of the suspect who was then charged with offenses related to child sex trafficking and child labor.

James Cline has been detained and a federal case is being prepared by the FBI to prosecute him following the results of his trial in Cambodia.

All 5 of the girls are receiving care and will be represented by our legal team in the upcoming court proceedings.

A Cambodian court has sentenced an American man to 2½ years in prison on charges of sexually abusing three underage girls, a court official and social activist said on Friday.

Ying Srang, spokesman for the provincial court in Siem Reap, site of the famed Angkor Wat temples, said Rugh James Cline was convicted on Thursday of indecent acts against minors under 15 years of age for paying three girls for sex during visits in February and May this year.

An NGO that investigates suspected foreign paedophiles in Cambodia, Action Pour Les Enfants, said the victims told police that he paid them a total of US$120. The group, known by the acronym APLE, identified Cline as a lawyer.

The court ordered Cline, who pleaded not guilty, to pay 15 million riels (US$3,750) in compensation to each of the girls.

Poverty and poor law enforcement have made Cambodia a magnet for foreign paedophiles, though anti-human trafficking police aided by groups such as APLE try to crack down on sex offenders.

“I welcome the verdict, however the crime of purchase of child prostitution should have been charged as the offender took advantage of the victims, coercing them with money,” APLE’s executive director, Seila Samleang, said in a statement. “This would’ve represented a longer jail sentence.”

The penalty for purchase of child prostitution is seven to 15 years’ imprisonment when the child is under 15 years old.

Seila Samleang urged Cambodian authorities to deport foreign sex offenders after they complete their prison terms because they could pose a risk to other local children.

Rugh James Cline, 40, a Florida-based attorney serving a sentence of two and a half years in Cambodia for abusing girls, was indicted on Thursday in the United States on similar charges, including possession of child pornography.

Cline was previously convicted of paying to abuse three girls under the age of 15 in incidents from February and May of 2019. The defendant, a 2010 graduate from the University of Miami School of Law, is delinquent on his fees, and is not eligible to practice law in Florida, according to The Florida Bar, which did not immediately respond to a Law&Crime request for comment.

Cline now faces five counts of engaging in illicit sexual conduct in a foreign place and one count of possessing child exploitation materials. His local case involved three victims, but the new federal indictment out of the Middle District of Florida notes four. According to the Department of Justice, he paid to abuse these children. Incidents occurred on February and May of 2019. On top of that, he traveled to the Cambodia while having items that showed the sexual abuse of kids, authorities said.

According to the DOJ, Cline faces up to 30 years in federal prison for each of the illicit conduct charges, and up to 20 years for the child pornography. He will be deported to the United States after finishing his prison sentence in Cambodia, they said.
