Officers accuse Kandal police chief of corruption
After a wave of police suspensions in Kandal province last week, a group of unnamed provincial police officials has posted a complaint on Facebook against provincial police chief Major General Eav Chamroeun over alleged corruption.
Last week, Sa’ang district Colonel Seng Socheat, his deputy Lieutenant Colonel Soup Leangse, and Prek Ambel commune police chief First Lieutenant Chey Sam Ath were suspended for failing to crack down on a major cockfighting ring in the district.
At the time, Maj Gen Chamroeun said the three allowed cockfighting and other illegal gambling activities in the district.
The complaint regarding Maj Gen Chamroeun’s leadership was addressed to Interior Minister Sar Kheng, dated April 19.
The complaint said a number of unnamed police officials are no longer confident in Maj Gen Chamroeun’s leadership. Sixteen points were listed accusing Maj Gen Chamroeun of diverting election security funds, unlawful use of cars seized from criminal suspects, abuse of power, taking bribes for promotions and extorting subordinates.
“Maj Gen Chamroeun used the name of National Police chief General Neth Savoeun to divert money from district police meant for recreational activities,” the complaint said. “During the Kathin festival, districts were required to pay $1,000 each. Money to build roads and support soldiers was also taken.”
The complaint said Maj Gen Chamroeun sold state land to his acquaintances in the provincial police and that he regularly extorts $3,000 per month from two cockfighting rings.
“Please fire Maj Gen Chamroeun so all police officials can be happy,” it said.
Colonel Chao Vuthy, chief of the provincial serious crimes bureau, said Maj Gen Chamroeun is a good leader.
“Most police officials in Kandal province love him,” Col Vuthy said. “He has always paid attention to his subordinates.”
