Two of the largest companies in China have jointly invested billions of dollars to develop more international tourist destinations in Sihanoukville province, Cambodia.

On April 24, 2019, at Le Royal Hotel, Chong Singing Co., Ltd. and Yi Giay Thietzhi Development Co., Ltd. Ninh signed a new investment cooperation project called "Sihanoukville - Gold Beach" on a land area of ​​3,300 Ha in the Ream National Park, Preah Sihanouk Province. Senior Cambodian government officials and representatives of the two companies were present at the signing .

The total investment capital of the new city has not yet been issued, but according to YANG Jianping, CEO, the company plans to invest billions of dollars for the new project. He announced “Yi Giay Thien Zim Development Co., Ltd has concessions for the construction on 3,300 hectares located in Sihanoukville’s Ream National Park."

The Director-General confirmed that the new investment project "Sihanouk-The Gold Coast Beach" was supported by the head of the Royal Government of Cambodia, Samdech Techo HE. Mr. HE.

Minister of Tourism Thong Khon said that the development project is part of an initiative of the Chinese government's win-win One Belt One Road project and it will help to develop the Cambodian tourist market.

Tourist area greenlit in Sihanoukville

The National Committee for Coastal Management and Development will coordinate with relevant ministries over the establishment of a billion-dollar tourist area named Neak Reach in Preah Sihanouk province after it was proposed by the Ministry of Tourism.

The Ministry of Land Management, Urban Planning and Construction issued a press release over the project on Friday after a meeting with the committee, Minister of Land Management, Urban Planning and Construction Chea Sophara and Minister of Tourism Thong Khon.

“[The Ministry of Land Management, Urban Planning and Construction] supports the establishment of a sacred tourist area named Neak Reach in Preah Sihanouk province,” the press release said.

It said the tourist area will be located in Ream and Bit Traing communes in Prey Nop district. The area borders Sihanoukville, spanning some 3,081ha.

The area links to Otres Beach, Ochheuteal Beach and Preah Sihanouk international airport with a network of roads and new infrastructure being implemented by the government.

The press release said the area would become a model to develop tourism and benefit the economy and society.

It will aid the government’s strategic vision of turning Preah Sihanouk province into an administrative area of multi-purpose Special Economic Zones.

The National Committee for Coastal Management and Development said a tourism development project named Ream City would be within the Neak Reach tourist area on 834ha as proposed by Canopy Sands Development Co Ltd.

The press release said the Ream City project was estimated to cost up to $16 billion in investment capital. The site would become the iconic tourist area for the province to contribute to the development of the economy and provide jobs for locals.

Canopy Sands Development, who is the lead developer on the Bay of Lights project, together with Sihanoukville Provincial Governor, H.E. Kuoch Chamroeun organised a groundbreaking ceremony at the site of its 934-hectare project in Ream City, Sihanoukville.

The massive project is forecasted to increase tourism by 3 million visitors by 2030, adding 330,000 new jobs by 2040, and contributing 40,000 new dwellings to the additional population growth of 160,000 people by 2050 which is estimated to cost around USD$20 billion.

The development focuses on six key pillars; Tourism, Entertainment & Lifestyle, Health & Wellness, Education, Arts & Culture and Financial Services.

The key attractions will include; a golf & villa resort; marina; performance theatre; tourism walking streets; shopping malls; medical centre; financial hub; integrated resorts; international school & university; private islands and luxury villas.

Canopy Sands Development Managing Director, Ian Tan, said they expect construction of the integrated entertainment hub of 42,106 m2 to start construction in May 2023.

The long-term plan is to turn the area into a 934-hectare green coastal city with capacity for up to 160,000 residents, and a total investment of $16 billion. From start to finish the whole project is expected to be completed in full by 2028.

Managing Director of Canopy Sands Development Mr. Ian Tan commented that they expect construction for Startup Phase of 50-ha, a key catalyst for the 934-ha BAY OF LIGHTS township to complete in 2030, starting with the commencement of this entertainment hub featuring a beach club, 60 keys cabin lodging along the coastline, a go-kart track, reverse bungee jump, and paintball, to complete by the first half of 2023.

Bay of Light is located in Ream City, Sihanoukville.
The project, which aside from Canopy Sands has Prince Real Estate Group as the company’s secondary development partner would also provide a huge economic boost to the region, as well as job opportunities.

Key to the success of the city though according to the organizers was its strategic location, which aside from the beauty of the coastline and the surrounding mountains is only 5 minute drive from Sihanoukville International Airport and just 20 minutes from downtown Sihanoukville.


Bay of Lights Coastal Entertainment Hub

Slated as “Cambodia’s first-ever coastal entertainment hub” and due to open in the “early part” of 2023, the hub will include a Beach Club, 60 coastline cabin lodges, go-karting, paintball, and even a reverse bungee jump – the first of its kind in coastal Cambodia.

International standard beach club that comes with a pool bar, DJ booth, cabanas, al-fresco dining, and lawn that will be operated by one of Indochina’s renowned entertainment operator, Sailing Club, featuring exclusive beach parties and regional DJs all year long.

At a 32 meters thrilling height, the reverse bungee jump facility will be the first coastal bungee in Cambodia, targeted to be operational in the second quarter of 2023. International racing track standards that will host go-karting championship, the karting track of 1.3 km with 21 laps is expected to be operational third quarter of 2023.

Nestled along the coastline of Ream, the 60 keys lavish yet affordable cabins lodging will bring the beach communities alive, with an unmissable nightlife scene, targeted to be operational in the second quarter of 2023.
