My first thought was that since he was arrested in his room, it was the landlord who called the cops. In that case, the guy probably has no money to pay his room, and/or he was annoying in some way, or he overstayed his visa. Pure speculation. Could be all three reasons, but having no money is probably one of them.

I think Pieman knows more though. :stir:

1. A 55-year-old South African man, EDWARD LLEWELLYN CLIFFORD, was detained by Sras Chok police for having no passport and staying on the public street. After questioning, the police realized that the South African man came to Cambodia as a tourist on December 29, 2018, through Phnom Penh International Airport.

3 weeks ago and today.
He was only 1 or 2 months overstayed when he got arrested the first time. Maybe he promised to pay the overstay fine and didn't cough up. :nono:
