Some rooms are naturally hotter or cooler than others

I have stayed in rooms which get direct sunlight on the roof and/or walls. They can be very hot.

I have also stayed in rooms which dont get direct sunlight, due to having other floors above, and/or trees, and/or other buildings, blocking direct sunlight. These rooms are naturally cooler.

It seems some people spend a lot of money running an air conditioner because they live in one of these hot places. If they lived in a cooler place a fan may be adequate.

I must say I agree with the OP, I have found the same thing. I have also noticed some restaurants size medium drink is different from other restaurant's size medium. It as if there is no standard medium.

Some other people have stayed in rooms that get direct sunlight on the roof and or walls. They are called sunrooms. They can be very hot. The rooms can also be very hot. Very good looking women are often described as hot, despite the lack of a roof or a wall in the immediate vicinity.
Last night, it was hot, despite the lack of sunlight.
It seems some people use air conditioners. They are called lucky fuckers. Our air-conditioner is currently playing up, and it doesn’t get as cool as I’d like. I’m moving in with you, cos clearly you are cool. Cool enough not to need an air-conditioner. I think you might be able to make any room chilly.

I have found that the rooms in Cambodia are a lot hotter than the rooms in London.
