I dont know for sure, but I think they will be.

Depending what you want to buy, you are probably better off going to another market, such as Orussey market. In Central market, they ask high prices when they see foreigners.

Well, I can confirm that Psar Thmei is half open. The shop that you want may be closed or it may be open, lol. My lucky day, the shop that I wanted was open.

A tip of advice - if you are the first buyer of the day you can ask discount for being "lucky" - means it will be a good day for the seller. So, even better, when you are the first buyer after the New Year, you can ask for big discount because it's luck for the whole year. Plus the fact that the sellers have just had a very expensive 3 days off work.
Works for me anyway.

only 50/50 at the Old Market and surrounds. PO is still closed.
