Straight from the police. They didn't release his picture at first, and still haven't released his name. And based on the fact that there is another foreigner in the pics who looks like a US federal agent, I'm guessing these crimes were committed in the US.

We generally don't let accused murderers out on bail in the USA which is one of the reasons I doubt this "murderer" claim.

James Allan Morrow, is his name. Either he has been released and he has offended since then or these are historical charges.

It appears he was arrested at a school, and police have not released his name yet.
