I was living in Snooky during the 2012 "troubles". I had a restaurant with a few rooms as well and while you could say we "coped", it was not without plenty of agro every fucking day! We even had our own well, which of course became useless when the power went out for 12 hours and our storage tank ran dry. The only people who did well during those months were the water trucks and generator sellers. There is a reason there are so many bald folks from 2012 Snooky.

At the time, we believed that things could only get better in Sihanoukville, and everyone was more or less in the same boat. Now we've gone back to the bad old days, and to rub it in, the casinos and Chinese businesses are all lit up with neons and air-conditioned, while locals spend hours with no fans and no water. The difference between the two worlds is visible and in your face. Thats just one example because I was talking with them today, but the printers, internet shops and even cafes are all feeling the pinch. Who wants to sit in an over-heated cafe to cool off ? Not to mention that the cold beers are getting warm.
Here at the moment, it is really (at least) 6 hours a day without power for most of Sihanoukville. I'm sure it's not so bad in PP, but even several hours a day without fans or A/C must be impacting businesses.
Any answers from business owners either in PP or elsewhere ?
As it says in the PPP article, people are still paying rent for their shops and restaurants - and in SHV all the rents have gone up quite considerably, often doubled in the past year - and now, on top of the competition with the Chinese, they are paying top dollar for shacks with no power and no water much of the time.
There is no end in sight unfortunately, and meanwhile, people have to pay their bills.

A lot of factory workers in my wife's family only getting half day shifts which means half the salary.

If they run critically low of drinking water then the shit really will hit the fan. The profiteering will start. If they run out of water to make beer is will be chaos. All joking apart regarding beer prices, when life becomes so unpleasant on a daily basis, expats who can leave will start to leave. Tourists will stay away or leave early once they realise they have made a big mistake. Locals may even start to protest on the streets, especially as they still have to pay the same rents (to the rich owners of their properties) and have insufficient business to meet those payments.
This all has all the makings of big trouble and apparently we haven't seen the worst of it yet. I have already started to make enquiries about a places to rent in Pattaya for April to June, then back home to UK for a couple of months. When my lease expires in December 2019 I will most likely not renew for a year, but stay only on a month to month basis. If next year is the same I won't waste time hanging about, I'll just leave and come back in September when normality is resumed.
We all have made plenty of compromises in our decision to live here: bad air, dodgy food, dangerous streets/traffic, dodgy hospitals, very dodgy police. The list goes on. Regular half-day power cuts, no running water after midnight (in my place) and the overhanging threat of worse to come is reaching my limit of tolerance. It won't take much more...

Possibly...which is why the big boys are chuckling to themselves at how fortunate they are that the main opposition party was vanquished when it was...
...there's no viable alternative party to capitalize on this clusterfuck.
The people can "protest" all they want but there's no recourse. If they push too hard the big boys may just come back with:

I have some nieces that work in the factories, they have had no power and no water for weeks now. Completely cut off. Out near Chom Chao.
The country is slowing sliding off a cliff...they lose water production it's over. Recall this scene (I always feel like the inspector narrating this over the years here in KoW, Lark Hill is UNTAC, etc..):
