there are places everywhere you can get in trouble.. depends on the time of day/night you go there.
many places i was safe in the USA years ago are not safe and going there unarmed is asking for shit..
my hometown was safer in the 50s,60s,70s...by far than now...it is one reason law abiding people of all ilks carry legal firearms...
crimes are usually committed with an illegal firearm by someone who cannot purchase one legally....
or purchased illegally because who the hell is going to commit a crime with a gun registered in their name?
I flew into Kingston for years and got the hell out of there asap....it was not safe...
I lived in Buenos Aires for 5 years and in Mexico City.
It is silly to rate Phnom Penh in this way.
Go hang out on the south side of Chicago or St. Louis or Baltimore or Memphis... you are asking for trouble..
I try to avoid being BOTTLED...a classic term I learned tonight on this site..
I spent a lot of time in Thailand... I never went to Pattaya...
I usually keep to the same hotels Riverside and a few bars and restaurants I like... I think after midnight is dangerous in a lot of cities...
I feel for these guys who work late and are targets.
The snatch and pickpocket routine is common in Rio and Buenos Aires...

After 2 years in Yangon I would say its the safest place I have ever lived . But a month before leaving I read a disturbing report in the newspaper about a house in the wealthy neighbourhood just round the corner from me , where a gang had broken in and slaughtered the entire household of 12 people and made off with a tv set .

I'm regularly view a dozen or so national Trip Advisor forums, and the only one that has regular threads about being robbed etc, is the Phnom Penh TA forum.

There are also very regular threads actually on here about such things too, not just to tourists but ordinary Cambodian people just going about their daily lives

I absolutely agree with you on that, and I knew what being bottled was long ago. However we aren't talking about US cities, it is specifically about the ASEAN countries.
I personally don't have enough experience in other ASEAN cities, but if this is the worst one I'm laughing. Actually I am laughing anyway, who the fuck writes this shit?
Silence, exile, and cunning.

Is anyone commenting on this a Cambodian National? I imagine they would have a different take on the safety factor in Phnom Penh then a western expat living here. Having said that, yeah, if you're an expat that doesn't get blackout drunk all the time and wears a proper helmet, you're going to be fine.

I think some people mix with a small circle of friends, and are not aware of what others are going through.

The amount of robberies and attempted robberies in Phnom Penh is becoming a joke. Not just that. The criminals and police are working together. When you report a robbery, you have to pay the police, but the police wont do anything about it. Police are taking money from the criminals and victims.

It will not get any better while the police are criminals.

Some people who dont know what is going on, my be robbed themselves one day. Suddenly it will become an important issue. But then, others may say they must have done something stupid to be robbed.

Either that, or I just happen to meet the most unlucky people.

Then you have the fake dollar bills from ATMs. In any other country, swift action would be taken. In Cambodia it is a sport to rob or scam foreigners.

That is not to mention the number of people killed or injured in road accidents.

If you look at the stories reported on this forum, this is less than one percent.

The country in the Caribbean? Why would that be included in a list of Asean cities?
Did you read it? "Mercer assesses a comprehensive range of factors in over 450 cities worldwide to arrive at its overall rankings" - PP ranked worst in the East//South East Asia region.
