fill an tank on the ground floor and pump it up to E3? I had the same problem here in Italy. Our water pipes here date back to WW1 and dont stand to any pressure.

Take Note,,, there is no need for a tank at ground level. It's not the lack of water,, It's the lack of pressure for the last 6 months or more.. Before that there was always enough pressure to fill the tank at nighttime. It's only since the many hi-rise buildings have been finished, and at night they suck all the water out of the system to pump up to their tanks on top of their buildings.. At night and in the early hours of the morning if you turn on a tap you can hear the air being sucked into the water system through the tap.

Chamkar Mon water treatment plant ready to supply water by late 2020

Phnom Penh Water Supply Authority (PPWSA) is planning to put for official use the Chamkar Mon water treatment plant by the end of 2020, after piloting successfully with some 52,000-cubic metres of water a day.

The update was shared with the local media recently by the PPWSA’s Director General Sim Sitha, adding that this plant will contribute to supplying about 90 percent of clean water in the capital and Takhmao town of Kandal province.

The 52,000-cubic metre water treatment plant, continued H.E. Sim Sitha, is expected to supply 100 percent of water in the city, especially in Khan Chamkar Mon and Koh Pich (Diamond Island), when the construction of Bakkheng factory is finished.

According to Dr. Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, Chamkar Mon water treatment plant is the first project of PPWSA to restore and expand the water treatment factory carried out through a master plan phase III (2016-2030).

The project is made possible under the financial collaboration between the Agence Française de Développement (AFD) with 30 million Euros or 75 percent, and PPWSA with the rest 25 percent.

The project is intended to expand its capacity to produce 1 million cubic metres of clean water by 2025, he pointed out.

Third Bakheng Water Treatment Plant Proposed

Ministry of Industry, Science, Technology and Innovation has unveiled the third water treatment plant project in Bakheng area, in the northern part of Phnom Penh, affirming that the plant is important to meet the local demand for clean water.

While meeting with outgoing French Ambassador to Cambodia H.E. Mrs. Eva Nguyen Binh here on June 10, H.E. Cham Prasidh, Senior Minister and Minister of Industry, Science, Technology and Innovation said the Royal Government’s vision is to provide access to clean water for people in urban areas by 2025.

H.E. Senior Minister requested the French side to consider the possibility of investing or providing more loans for the development of clean water sector, especially the 3rd Bakheng water treatment plant project.

For her part, the outgoing French diplomat said that clean water sector is an important sector for everyone. France is paying close attention to this area and therefore clean water development project in Cambodia remains a priority for France, she underlined.

Co-financed by the French Development Agency (AFD), European Investment Bank, and Phnom Penh Water Supply Authority (PPWSA) at an estimated cost of US$190 million, the 2nd Bakheng water treatment plant broke ground in February this year. The construction of the plant is divided into two stages: the first one, capable of producing 195,000 cubic metres of clean water per day, will operate in 2022, while the second will be completed a year later with double production capacity.

Currently, the clean water demand in the capital and Takhmao town of Kandal province is over 700,000 cubic metres per day while the total clean water production is only around 600,000 cubic metres.

The first phase of Bakheng WTP is supposed to be finish end of 1st semester 2023.

Financed by AFD and EIB, by loans, so money is reimbursed at the end

Cambodia’s future largest water treatment plant is now 60% completed

Phnom Penh, March 31 2022 - Construction works on Cambodia's largest water treatment plant are now 60% completed, announced PPWSA during a field visit with officials from the Ministry of Industry, Science, Technology and Innovation, Ministry of Economy and Finance, Agence française de développement (AFD), the European Investment Bank (EIB) and the European Union (EU). Bakheng Water Production Facilities will increase water production capacity in Phnom Penh by 65%.

The Phnom Penh Water Supply Authority (PPWSA) has been facing a rapidly increasing water demand since the early 2010s, spurred by intense construction activities and population growth. After doubling its water production capacity between 2012 and 2017, PPWSA now aims at maintaining its coverage of water demand and expand its service area to 100% of the city by 2025, with the joint support of the Agence française de développement (AFD), the European Investment Bank (EIB) and the European Union (EU).

The Bakheng Water Supply Project is the major infrastructure project defined in PPWSA’s 2016-2030 Third Master Plan. The total production capacity of the facilities will be 390,000 m3/day constructed in 2 phases. This additional capacity will be enough to meet the current shortage in Phnom Penh, which is estimated at 200,000 m3 of water per day during the peak of the dry season. Only one year after the groundbreaking ceremony presided by the Prime Minister of Cambodia, the Phase 1 of the project has already reached 60% completion and is set to be put in operation in the first quarter of 2023. The full capacity will be reached one year later, after completion of phase 2.

The project is financed by two loans worth 186.4 M$ from the Agence Française de Développement (AFD), a 100 M$ loan from the European Investment Bank (EIB), an up to 15 M$ grant from the European Union (EU) through the Asia Investment Facility and direct investment by PPWSA worth 80 M$. The EU grant targets specifically the connection to the poor communities living in the peri-urban areas of Phnom Penh.

Construction of the Largest Water Treatment Plant in Cambodia Reaches 90% Completion

Cambodia News (Phnom Penh) 21 February 2023 - Construction of Cambodia's largest water treatment plant is 90% complete now. According to the announcement of the Phnom Penh Water Supply Authority ( PPWSA ) at a groundbreaking ceremony for the drilling small tunnels for water pipes in the Tonle Sap riverbed using machine drilling. The Bak Kheng Water Treatment Plant will increase water production capacity almost twice in Phnom Penh, from . 0.6 to 1 million cubic meters per day.

The Phnom Penh Water Supply Authority ( PPWSA) has been facing a rapidly growing demand for water since the early 2010s due to strong growth in the construction sector and in population of Phnom Penh. Since doubling its water production capacity between 2012 and 2017 , PPWSA now aims to maintain water supply to its existing customers and expand its service areas to all areas in the capital by 2025. This is to be done with the joint support of the French Agency for Development ( AFD), European Investment Bank ( EIB) and the European Union ( EU) .

The Bak Kheng Water Supply Project is the largest infrastructure project identified in the 3rd Master Plan Water Supply Authority 2016-2030 of Phnom Penh. The plant will have a total capacity of 390,000 of meters cubic per day with construction in two stages. The capacity of this water treatment plant will be sufficient to meet the current water shortage in Phnom Penh, which is estimated to be at 200,000 cubic meters per day in the dry season.

Two years after the groundbreaking ceremony presided over the first phase of the project by the Prime Minister of the Kingdom of Cambodia, the project is now 90% complete and is scheduled to be launch in the second quarter of 2023. After the completion of Phase 2 a year later, the plant will have the capacity to start production.

The project is supported by loans two from the French Agency for Development in the amount of EUR 177.3 million, as well as loan of EUR 100 million from the European Investment Bank and EUR 13 million grant from the European Union through the Asia Investment Fund and a direct investment into PPWSA of USD 80 million. EU funding focuses particularly on water supply to poor communities in and around Phnom Penh.

During the historic groundbreaking ceremony above, Rémy Rioux Managing Director of AFD, said that AFD is very proud of its partnership with PPWSA. For over the past 20 years, The Bak Kheng water supply project is good a example of how the European team can provide full support together with modern skills. I was very impressed with the remarkable progress of construction just two years after the start by the management efforts of PPWSA in collaboration with Vinci Grand Projets and Safège. I would like to take this opportunity to reaffirm my strong support for PPWSA in achieving its mission to supply clean water to all people in Phnom Penh ”.

His Excellency Long Naro, Director General of PPWSA , said : “ In collaboration with the French Agency for Development , the European Investment Bank and the European Union, PPWSA continues to develop, repair and expand water treatment plants and distribution networks. On the completion of Bak Kheng Water Supply Project in 2024, our production capacity will increase from 0.6 million to 1 million cubic meters per day. This capacity will respond to the rapid growth in demand for water due to the expansion of Phnom Penh everywhere. This project will contribute to the achievement of Goal 6.1.1 of Cambodia's sustainable development thorugh the supply of clean water to 95% to 96 % of the population in Phnom Penh and Takhmao and help Cambodia achieve its goal of becoming a middle -income country by 2023 and Higher levels in 2030."

European Investment Bank's vice president for operations in Cambodia, Kris Peeters, said. " I am pleased that today we have taken the next step in implementing the Bak Kheng Water Supply Project which aims to ensure that Cambodians have access to safe and affordable water. This is what we call human rights, not prerogatives. With our partners from the French Agency for Development , the European Union and the Phnom Penh Water Supply Authority are working together to help improve the quality of life of thousands of Cambodians. where this collaboration will provide us a more sustainable solution where there is greatest need "
