Annual National Reading Day event to be held virtually

Minister of Education, Youth and Sport Hang Chuon Naron called on students and all book lovers to celebrate Cambodia’s National Reading Day on March 11.

Due to Covid-19, festivities will be held online this year during Book Week. Naron said that those interested will be able to find discount deals on books and get the opportunity to gain a lot of knowledge from experts.

The education ministry announced on March 9 that this national reading day – the sixth annual day so designated – would have the theme of “reading in the context of Covid-19”.

To celebrate National Reading Day and Book Week while also abiding by the government’s Covid-19 preventive measures, the ministry will organize online activities for six days from March 9-14.

In remarks prepared for the occasion of the opening of book week, Naron said “I appeal to all pupils, students and readers to seek out and buy good books to read and join our online discussions, which will be broadcast live all throughout book week. This can increase their knowledge and skills and give them some of the [wisdom] necessary to succeed in life and society.”

The ministry said that national reading day and book week consists of important events such as reading contests, poetry readings, and a writing contest – with the winners all receiving Samdech HE Awards.

Also to be included in the events are presentations about the Khmer literature and language from the middle period based on the Nokor Wat stone inscriptions, a lecture on the value of Reamker literature in Cambodian society, a conference discussing the primary school library situation presently in Cambodia and a talk on the connection between libraries and early reading.

Book Week is organized to promote reading and the development of a literary culture in Cambodia, as well as to promote the publishing industry here.

The National Library of Cambodia is understaffed and underfunded. It continues to exist thanks to dedicated staff and donations.

Khlot Vibolla on preserving old books and reaching new readers

The 98-year-old National Library was built in 1924 by the French-colonial government in Indochina. In 1954 – after Cambodia gained independence from France – the library was renamed from the Central Library to the National Library of Cambodia (NLC).

Currently, the library has over 120,000 books, sastra and palm leaf manuscripts, documents and legal and administrative records for Cambodia and Indochina.

The Post interviewed Khlot Vibolla, director of the National Library and deputy director of the Books and Reading Department under the Ministry of Culture and Fine Arts, about the history, management and development of the library and the important roles it plays.

Could you tell us about some of the history of the National Library of Cambodia?

The NLC was established on December 24, 1924, by the French-colonial government in Indochina.

During Pol Pot’s regime from 1975-1979 most of the library’s staff members were brutally killed. The NLC – along with many other institutions in Phnom Penh – was revived after the end of the Khmer Rouge regime’s rule.

The NLC had been badly damaged but some of its documentary resources from the distant past have survived to the present. Today the library continues to store a collection of valuable manuscripts and books from the early years of the French-colonial era.

The NLC reopened in 1980 under the auspices of the Ministry of Culture and Fine Arts. Since then, we have struggled to reorganize our services with almost no skilled staff and insufficient funds to organize and purchase books for the library.

What is the NLC’s management structure? How many officials or librarians work there?

Currently, the NLC is under the Department of Books and Reading of the Ministry of Culture and Fine Arts. The library has three offices, including the Legal Preservation Office, the Conservation Office and the Catalogue Office.

The library has 25 employees including 22 librarians, two sanitation workers and one guard.

Each librarian has their own duties and responsibilities, like when a book arrives there is a book coder who enters it into the catalogue. Most of the new books in the NLC are donated by publishers.

Cambodia to Celebrate National Reading Day Next Week

Cambodia will celebrate the National Reading Day on Mar. 11 via Zoom and Facebook live stream (MoEYS Cambodia), according a press release issued yesterday by the Ministry of Education, Youth and Sports.

The ministry will lead the organisation of the event in cooperation with development partners and other education stakeholders.

This year's National Reading Day is themed “Reading Promotes Quality of Life in Digital Society”.

Different activities ranging from reading, poetry and composing competitions to presentations and discussions will be held on the occasion.

Relevant government officials, teachers, parents and students are expected to join the event to mark the significance of reading for knowledge, especially in the COVID-19 context.

Cambodia’s Adult Literacy Increases Significantly

Literacy rate for the citizens aged 15 years old and above in Cambodia has seen a significant rise, reflecting the government’s successful efforts in eradicating illiteracy rate, said a senior official of the Ministry of Education, Youth, and Sports.

The literacy rate among Cambodian adults has increased to 87.8 percent in 2020, up from 77.6 percent in 2008, said the ministry’s spokesperson H.E. Ros Soveacha.

"The figure clearly reflects the Royal Government of Cambodia's efforts to reduce illiteracy rate," H.E. Ros Soveacha said at a press conference held here on Aug. 16 by the Royal Government Spokesperson Unit.

Cambodia currently has a total of 18,430 public and private schools, ranging from kindergartens to high schools, with 3.58 million students, stated the ministry, adding that there are also 130 higher education institutions, 48 of them are state-run.

Cambodia’s Education Strategic Plan 2019-2023 aims to encourage students to finish primary school, increase enrollment and promote regular attendance.

Lifelong learning urged as Kingdom marks National Literacy Day

Prime Minister HE said Cambodia was able to celebrate National Literacy Day on September 8 thanks to the country’s success in the fight against Covid-19. The Kingdom has managed the pandemic exceptionally well, with no recent deaths recorded and the full reopening of all socio-economic activities, along the new normal trajectory.

HE wrote a congratulatory message to mark the occasion, which was celebrated with the theme of “Literacy as a bridge to careers and further education”. The theme was intended to encourage lifelong learning.

“The vision of this year’s theme focuses on providing opportunities for all people to acquire knowledge, skills, entrepreneurship and innovation in all areas – especially in digital literacy, for which there is growing demand,” he wrote.

Sardar Umar Alam, UNESCO representative in Cambodia, said literacy is the foundation of human resource development of all nations. Cambodia has achieved a literacy rate of 87 per cent, and this year, UNESCO has also revolutionised its literacy programmes.

UNESCO aims to empower 80 per cent of the women working in factories who face challenges in reading, writing and numeracy, he said.

“To ensure that our programme implementation reaches the target groups who most need it, we are now working with the private sector – especially through employers and the Garment Manufacturers Association in Cambodia [GMAC] – to open literacy classes to provide them with opportunities for on-the-job education,” he said.

According to education ministry spokesman Ros Soveacha, the literacy rate of Cambodians aged over 15 currently stands at 87.8 per cent.

This demonstrated the government’s efforts to reduce illiteracy through its National Literacy Day, he said, citing the 2019-2020 Socio-Economic Survey.

Kuoch Kou Lom-A, director of the ministry's Non-Formal Education Department, said that in Cambodia, approximately over 17,000 illiterate people enrolled in the ministry’s programmes annually, with 14,000 completing the course on average.

9th Cambodia Book Fair to be Held Next Week

The Ministry of Culture and Fine Arts in collaboration with the Ministry of Education, Youth and Sports and Ministry of Information will host the annual Cambodia Book Fair from Dec. 9-11.

This year's Cambodia Book Fair, the 9th of its kind, will be themed “One Day to Read, One Day to Know”.

Many different kinds of books ranging from history to personal development and novels in Khmer and foreign languages will be exhibited on 197 booths at the three-day fair, which is expected to attract some 100,000 visitors, Mr. Hok Sothik, President of Cambodian Librarians Association told a press conference here this morning.

Besides book sales, there will be many other interesting activities to promote reading.

Cambodia Book Fair was cancelled for two consecutive years – in 2020 and 2021 – due to the COVID-19 pandemic. In 2019, there were only 145 booths, but up to 180,000 visitors, making it the biggest fair in Cambodia in terms of large number of visitors in three days, said Mr. Hok Sothik.

The book fair is an annual event held regularly at the National Library in order to raise public awareness of books in Khmer and foreign languages, and to promote the publishing industry in Cambodia.

It also aims to support Cambodian writers and illustrators, as well as to cultivate a love of reading habits among Cambodians of all ages and to foster a passion for writing for the younger generation.

One Book project plans 3 day K Speu event

Kampong Speu Provincial Library will initiate a three-day campaign to promote reading called “One book, One Community” to encourage reading and the public’s use of library services, after which the campaign will continue on to other towns and provinces.

The campaign will take place from January 13-15, with support from Riel Tiger Solutions Co, Business Record Scholars and other partners.

The Kampong Speu Provincial Library said in its announcement that this programme aims to jointly promote reading in the community and raise awareness with the public about how reading is the key to success in learning and the importance of reading to one’s career path and life planning with talks by some of the leading motivational speakers in Cambodia.

“The three-day programme will also feature free distribution of books to the public and the chance for young readers to demonstrate their skills by participating in public reading competitions,” the statement said.

Soeung Saran, director of the Kampong Speu Library, said that the winners of this competition may go on to the national reading competition whose winners will have the opportunity to visit Japan.

He said that this event, being held for the first time by the library, will give readers the opportunity to learn how to find a wide range of books available to match their interests.

“This programme will start at the Kampong Speu Library, and it takes place on January 13, 14, and 15 before it continues to other provinces throughout the country,” he said.

Saran said people from all walks of life can benefit by reading and that increasing the prevalence of reading in Cambodian society is going to be key to the development of the country now and in the future because reading is essential to education and educated people are essential human resources for every sector of society.

The One Book, One Community Campaign is a project designed to promote reading to young people in Cambodia through various approaches: Reading competitions, distribution of books, mobile libraries, library development.

The project has plans in place for the 25 month period from February 2023 to January 2025, according to the announcement of the One Book, One Community Campaign Project.

Sok Lak, Co-Founder of Intellectual Library and a co-founder of the One Book, One Community Campaign, said that Kampong Speu Library is the first place that they will implement some of their activities and after that they will bring them to every part of the Kingdom.

“This project will help encourage some institutions to embrace a culture of reading and knowledge in their operations. We will be giving out 25,000 books at 25 libraries and we hope to reach tens of thousands of readers across the capital and provinces,” he said.

According to the 2014 Cambodia Socio-Economic Survey, Cambodia has the second lowest literacy rate in ASEAN after Laos and about 29 per cent of the population lacks basic reading and writing skills.

9th Cambodia Book Fair 2022 Kicks Off

The three-day 9th Cambodia Book Fair 2022, organised by the Ministry of Culture and Fine Arts in collaboration with the Ministry of Information and Ministry of Education Youth and Sports began this morning at the National Library in Phnom Penh.

Themed "A Day Reading, A Day More of Understanding", the exhibition was kick-started under the presidency of H.E. Mrs. Phoeurng Sackona, Minister of Culture and Fine Arts and H.E. Khieu Kanharith, Minister of Information.

Some 250 senior officials, civil servants, representatives of the Embassy of France in Cambodia, librarians from ministries and institutions, Buddhist monks, and so on joined the fair’s opening ceremony.

The three-day (Dec. 9 to 11) expo will be a good opportunity for the public, especially students to buy books for reading and draw experience from the authors there.

Many different kinds of books ranging from history to personal development and novels in Khmer and foreign languages are exhibited on 198 booths at the fair, which is expected to attract some 100,000 visitors.

Besides book sales, there will be many other interesting activities to promote reading.
