I had the same thoughts, the Kep Casino was completely destroyed by a team of gangsters in 1965 who went in with hammers and destroyed everything inside. I'm not so sure about the Police Station and old PJ prison being knocked down quickly, I worked nearby at the time and it took weeks. There was what I believe was an old WWII bunker in the middle that no amount of hammering could break so they had to bring in a Caterpillar with a drill to get rid of that. If the Cambodian Govt are too scared to tackle a Chinese casino boss & shut down the casino after they defy the order to close, says a lot about how much control China now has over the country

More & more complaints now coming through on social media about the noise & pollution being caused on the island by the Chinese casino

Cambodian Authorities Close Polluting Chinese Casino

Authorities in southwestern Cambodia’s Sihanoukville province have shut down a Chinese-owned casino accused of polluting an adjacent beach following the casino’s defiance of orders to cease operations, sources said on Friday.

The Jin Ding Hotel and Casino located on Koh Rong Samloem Island, a popular tourist destination, was ordered to close in March because it was operating without a license and releasing untreated sewage water directly into the sea.

That order and a follow-up notice to Jin Ding’s owner to shut the casino down had been ignored, sources said.

Speaking to RFA’s Khmer Service on May 24, Sihanoukville province spokesperson Kheng Phyrum said that police and court officials have now closed Jin Ding, with its owner forced by a court official accompanying police to sign an agreement to close it down.

“If the owner doesn’t comply with this agreement, the case will automatically be sent to the court, and the owner will face prosecution,” Kheng Phyrum said.

Also speaking to RFA, Cambodian environmental activist Thun Ratha welcomed Friday’s move by the authorities, saying it had come a little late and voicing hope that the casino will now be closed for good.

“We don’t believe that it will be permanently closed,” Thun Ratha said, adding, “We are afraid that today’s action is just intended to calm people down, and that the casino will be opened again within a few months.

Cambodia actually has a reasonable set of laws in place in some areas, including for the environment.

I know this seems a bit tame coming from an old activist - but the most revolutionary thing the Cambodian people can do these days is to just keep plugging away to ensure the Rule of Law is enforced.

It can actually be quite effective in containing the worst excesses of power and money, and you can't get into too much trouble for simply demanding that the laws of the land are obeyed.

Preah Sihanouk Province - On the morning of May 24, 2019, the Preah Sihanouk Provincial Administrative Team, led by Mr. Mong Sinen, Deputy Governor, and the legal coordinator of the Deputy Prosecutor of the Provincial Court, delivered the Letter 582 of the PRC, dated May 22, 2019, of the Office of the Council of Ministers, to Jin Ding Casino on Koh Rong Sanloem.

Mr. Sin Sethet told the media that according to Letter 111/19 CHN, dated March 11, 2019, the administration of Preah Sihanouk province decided to shut the casino down because it is emitting untreated sewage on to the beach, and this decision must be implemented.

They could walk in and order everyone out and padlock the place same as the Rock.
BUT
These people are powerful enough to ignore HE and his decisions by flaunting their ability to remain open and be free. Even the alleged firing of weapons was not followed up and it would be a logical expectation that the head of security would be PRC and therefore not legally permitted to hold a firearm.
