none of these workers get 4 weeks annual paid leave , which is sort of the norm in the West at least, do they?

Actually a good point. Most people at least work a half day on Saturday, which is 26 extra days a year (unless it falls on a holiday) From my own observation though, its easy to get time off work, at least GF never has had problems with it.

Most workers only get two weeks off in any new job, and have to work their way up from there, if their jobs allow it at all.

That won't help solve the "my grandma is sick", "my cousin is getting married in the province" lies used to get additional days of from work, and in fact, will likely spurn them to be used more frequently.

Six public holidays set to be axed

The number of Cambodian public holidays will be reduced from 28 to 22 days from next year. International Human Rights Day, International Children’s Day and the Paris Peace Agreements Day will be among those cancelled.

In a major shake-up of the Kingdom’s public holidays, the Khmer New Year break has been increased to four days, while the King’s three-day birthday celebrations will be reduced to one.

A sub-decree on public holidays for civil servants and employees signed by Prime Minister HE and seen by The Post on Tuesday also states that the Meak Bochea Buddhist festival and the National Day of Remembrance commemorating the horrors of the Khmer Rouge will also be cancelled.

Council of Ministers spokesman Ek Tha told The Post that the move came in response to complaints from investors that Cambodia had more public holidays than other countries.
However, he did not elaborate on why the government had chosen to cancel certain major public holidays over others, a move which had drawn criticism.

7 August 2019: According to a sub-decree issued by Prime Minister HE, the six holidays to be cut next year are Meak Bochea Day, National Day of Remembrance, International Children’s Day, Paris Peace Agreement Day, International Human Rights Day and King Norodom Sihamoni’s birthday.
There will be one extra day of public holiday at Khmer New Year, but the three day holiday for HM the King's birthday will be reduced to one day.
