Regarding your hope the photographer was there before anyone else... unfortunately that's unlikely. What's more likely is that the photographer was either a) the person who discovered and reported the body (which I would presume you know who is by now), b) the police who arrived on the scene (which I presume you would already know if it were the case since you're working with them), c) any one of the many observers who crowded around after the police arrived and it became a spectacle (which would not have any information, only rumors they "think" are information).

I think the chances of it being anyone who can offer you more legitimate information is sadly unlikely.

it is very hurtful to the relatives of deceased to see this stuff.
We all know about Koh Rong, but not everyone does.
best get the word out where appropriate.

the jokes formerly common elsewhere are inhuman.
