Are they seriously going to leave the road unmarked with lane dividers? What this an optional extra that they cheaped-out on?

Road 4 used to be a toll road but they abolished payments quite a few years back

Where is the entrance to the new road at the PP side (have seen the SHV side)?

Some people just can't wait: Officials say that the public are taking dangerous risks by driving along the unfinished Sihanoukville expressway.

A senior Ministry of Public Works and Transport official has called on people to stop driving on the Phnom Penh-Preah Sihanouk Expressway before it is officially inaugurated because the construction of the road is still underway, meaning there are serious risks to drivers.

Sotheayuth said that in the past, the road had been used in necessary cases or with special permission, such as when international delegates had travelled along it.

“We do not allow this road to be used. If an accident happens, the driver would be responsible for it,” he warned.

A guard on the expressway who asked not to be named said that although there were many barriers, some people still asked to use the road.

“Because there are always people driving on this road, accidents kill people every day here,” he said.

Ren Run, a local resident, said that after recently hearing the news that the expressway was allowed to be used – and seeing photos on social media of people using the road – he was returning from Preah Sihanouk province and asked an official if he could drive on it.

“When I first drove on the road, a guard prohibited me from entering. But we kept on asking and paid some money to drive on it. The guard told me not to come on this road again without permission,” he said.

Opening Postponed Until September

Cambodia News, (Phnom Penh): The Phnom Penh-Sihanoukville Expressway, scheduled to be launched in July, has been postponed until September 2022.
According to a senior official from the Ministry of Public Works and Transport, there are two main reasons leading to this delay:
1st, the heavy rain is an obstacle to the construction team and 2nd, regarding the construction team's vacation time.

In original Khmer news it says progress has been slow in past 3 months due to that in May and April there were multiple public holidays and local workers also took extra days off. And then in June there have been heavy rains. Nothing to do with the Chinese.

It's almost as if they don't factor in vacation or public holidays into there complete and time remaining calcs, like in some way the public holidays come as a massive surprise, every year.

Edit: blaming rain during the rainy season, and public holidays during the 'public holiday season' seems a little ridiculous
