Yep, it takes crazy amount of time at the toll booths. But should get better once the electronic toll gates are in operation. Then you just load credit on your card and you just tap it to get in/out. I don't know why they didn't go fully automatic with cameras that read license plates though.
Well I take it back. It is fully automatic with license plate recognition system! They launched it yesterday. You pay it with your ABA/Accleda app before entering the expressway. Amazing. Very well done. And what I heard, the automatic toll works very smooth and fast.

Tried it. What goes in “Plate type”?
It should be a drop down box along with fixed fees but I guess you can add credit.

Electronic Toll Collection Now Available
Image
Due to the fact that travel on the expressway is always busy on holidays, to avoid congestion at the toll booths, the Ministry of Public Works and Transport has launched the ETC (Electronic Toll Collection).
In the past, many people were still unaware of the use and benefits of ETC.
Here is information about the Automated Expressway (ETC) toll system, how to use it and the benefits that you will get when using the expressway.

1. What is ETC?
ETC is an automated toll system that uses state-of-the-art wireless technology through the OBU on the windshield. All vehicles passing through the Phnom Penh-Sihanoukville Expressway toll gate with ETC do not need to stop to wait for a ticket.

2. Benefits of using ETC system:
May receive a discount.
When passing through the payment counter without waiting.
Eliminate repeated parking stops at checkpoints by reducing emissions and noise.
Reduce traffic congestion, can pass through payment booths smoothly.
Convenient and socially appropriate in an age of automated payments.
High security, free, easy and fast transmission.

3. What are the original documents for making an ETC card?
The Ministry of Public Works and Transport (MPWT) states that for an ETC card or automatic toll system, it is required to bring a credit card and a valid ID card. Also need to prove that the vehicle is registered to you.

ETC card locations can be made at checkout counters in Phnom Penh and Sihanoukville. After installing the ETC device and inserting the balance into the ETC card on the vehicle, the transaction will start Valid, can be used immediately.

No point of getting the OBU (ETC) as there is also the license plate recognition system in use. Only if you frequently use the expressway then the OBU is useful as you can get discount. The more you top up, the less you pay. I think this is meant for busses and taxis and other heavy users.

You just take the right lane for "pay by plate". Left lane is for ETC (need the OBU on your window). All the others are cash only payment gates.
