I would choose Siem Reap.

-An airport within reach
-More or less decent healthcare available in town
-No beach, but so many swimming pools to choose from. Don't expect too much from the beaches near Kampot.
-More choice in housing, and much cheaper
-Much more facilities when it comes to shopping, dining and wining
-You will find an English kindergarten for the 3 YO
-Proximity to Thailand
-Phnom Penh half an hour away by air

I personally would not limit my choices to Siem Reap and Kampot. I would also check out other places.

It is up to each person to decide for themselves.

How about a few suggestions for OP.

Hi we are possibly looking into spending sometime in Cambodia, we have watched many YouTube videos, scoured through forums and have narrowed our home base to either Kampot or Siem Reap.
You don't have to visit all the cities in Cambodia to narrow it down to a few.

What type of things do you like? For example:

Do you want to be where there are a lot of foreigners?

Do you want a bar scene where you can drink every night?

Do you like nature?

It is probably best to travel to many different places, and decide for yourself. Each person has different likes and dislikes.

Stop being so slippery and tell OP your personal choice and why and what you like about it.

Different people genuinely like different places. It depends on the type of things a person likes.

My choice is to not stay in one place all of the time, but spend some time in different places.

You could provide them with your personal top three, for instance, and why those are so good (for you). That might help them.

If you choose to live in Siem Reap, trips to the beach will take you quite a long time by car (10-15 hours) because you have to go around the big lake, would be my comment here. You could cut that down to about 6-7 hours if you want to fork out for plane tickets from SR to PP, THEN a car down to the beach.
Why on earth would u do that when for a bit more you can fly SR- SNV?

Siem Rep is a BUSY city cause of all the tourists and gets very hot for few months each year
Kampot is very laid back on the river with plenty of places to eat and rent.
Ahaha... yeah.... because I'd forgotten about the SHV airport is why. Ignore me. Then again, personally, I'm not wealthy enough for flights when they're not absolutely necessary, so depends on your financial situation.
