do they jail drunk drivers who kill in Cambodia? That guy behind Hooters didn't do any time.

The tuk-tuk driver's family will be paid off.

With no Finnish embassy in Cambodia there will be little to no political pressure to punish the guy. So if his father is connected enough, its likely he gets a slap on the wrist - pays a fine (to the right people) and he'll be driving again in 9 months.
