Those are what are sometimes referred to as "safari suits". They never have button down collars (sometimes they just have a straight collar like a "Mao suit" and usually the buttons are hidden behind a strip). They often have waist pockets as well. They are worn by high officials, off duty high-ranking army/gendarmerie or just plain bodyguards. Excluding any holiday or festive celebration.
In the course of normal everyday life, should you ever encounter a Khmer male, like the gentleman on the right, wearing a classic button down, untucked, straight hemmed, bright colored, monochrome, tailored shirt chances are 7/10 you're dealing with a governmental Bong Thom of some sort.
Those gents trump any uniformed Khmer, hands down.

Interesting. The police officers concerned must have known that arresting 300 people in the Rock would make the news. Now, according to latest reports, only about 10 of them will be charged. Incidentally, all Chinese nationals apprehended were among those released.
What we don't know for sure is whether the drug squad officers in this case are the same ones that raided the Rock. Now that could raise questions.
