Phnom Penh, Cambodia News: On March 11, 2019, a senior Ministry of Interior official told the press that Oknha Kith Thieng has been taken from his home in Boeng Kak commune, Khan Toul Kork, Phnom Penh, for questioning at the Phnom Penh Police commissariat.

National Police Chief,General Neat Savoeun, said that the Okhna was taken for questioning over his possible involvement with drug crimes committed at the Rock Entertainment Center, where over 50kgs of drugs were found in a recent police raid.

According to reliable sources, Okhna Kith Theang is likely to be sent to court tomorrow, March 12.

Based on recent news reports, the orders for this arrest came from very high up. Mr Kith Theang is very well connected. He should also be considered innocent until proven guilty. For the moment, he is under arrest and being questioned by police, which is quite a big deal considering his status.
Time will tell whether this arrest is a by-product of quarrels between elite factions, or if there is a genuine desire by the PM to clean up the acts of certain businessmen involved in the lucrative drug trade. However, one does not exclude the other.

Kith Theang held in probe into Rock drugs ring bust

KITH Theang, the Rock Entertainment Centre owner and brother of prominent businessman Kith Meng, was arrested on Monday evening, National Police chief Neth Savoeun told The Post.

Earlier the same day, Prime Minister HE had ordered authorities to find the mastermind behind a large-scale drug ring recently uncovered operating within the venue.

Savoeun said on Monday evening that Phnom Penh municipal police arrested Theang in accordance with a court order.

“This afternoon Phnom Penh municipal police served the summons, which ordered that Oknha Kith Theang be brought in for questioning at Phnom Penh municipal police station. Court officials and police are currently questioning [him],” Savoeun said.

He said he could not provide any further comments as it could jeopardise the case.

On February 27, Minister of Interior Sar Kheng said Meng, chairman of the Royal Group and president of the Cambodia Chamber of Commerce, was not linked to the drugs haul.

“I would like to take this opportunity to inform the public that the thorough investigation carried out by authorities has not found any evidence proving that Kith Meng, president of the Cambodia Chamber of Commerce, was involved,” he said.

On Monday morning, in a speech to more than 3,000 graduate students from the Royal University of Law and Economics (Rule) in Phnom Penh, the prime minister said the Rock will be shut down and that he had ordered authorities to search for the ringleader behind the large-scale drugs ring operating in the venue.

“The Ministry of Interior will continue to take legal action on the issue in addition to the court process that must be strict in order to prevent a return of the illegal activity present in the Rock Entertainment Centre. The crime must be prosecuted seriously and we must look deeply for its ringleader. Where are they?"

“This is not a small case, it is a serious one. So we must get to the bottom of this because this is a way to dig to the root of the drug dealers, as well as all the people involved in the case."

“Through this damn place [the Rock] a new drug case was discovered. We are thrilled about [stamping down on] the Rock. Why did this place become an area that destroys the happiness of the people? I appreciate that our police force cracked down on it. They should have clamped down on it earlier, but we have only just cracked down on it,” he said.

Mak Chito, deputy National Police chief and deputy secretary-general of the National Authority for Combating Drugs, said on Monday that police are working with relevant authorities to locate other individuals who were involved, with a particular focus on finding the mastermind behind the drugs ring operating within the Rock.

He said that currently, specialist police involved in the investigation has not found any new suspects involved in the case.

The Minister of the Interior has said publicly that there were police officers involved in drug traffic at the Rock Entertainment Center in Phnom Penh, and one officer in particular is being sought in connection with the police raid at the nightclub last month. The officer in question has not been identified.

Minister of Interior Sar Kheng said on Thursday that an arrest warrant has been issued for a police officer involved in the distribution of nearly 50kg of drugs at the capital’s Rock Entertainment Centre.

He did not reveal the officer’s name but urged him to turn himself in to the authorities so that his inevitable punishment by the courts might be reduced.

Sar Kheng also warned other policemen that if they were involved with drugs, they had nowhere to run.

The minister’s warning came at a conference at the ministry outlining the 2018 achievements of the National Authority for Combating Drugs (NACD) and the setting of its targets for this year.

“Right now we have identified a police officer. [He] is being hunted for with a court warrant for his arrest. You cannot escape, so it would be better for you if you hand yourself in.

“Maybe the court can reduce your punishment . . . I don’t know. But you cannot escape. We know your identity,” he said.

‘The police do not dare’
Sar Kheng on Tuesday revealed that police officers were involved in a drugs ring at Phnom Penh’s Rock nightclub, which led to the arrest of its owner, prominent businessman Kith Theang, and its closure after a raid last month.

He also ordered police to investigate other locations that might involve powerful people in the trafficking of drugs.

“There are many other locations where, if backed by [powerful] officials, the police do not dare to do anything. Therefore, many places where drug crimes are committed are not being cracked down upon. We need to look at our authorities first,” he said.

UPDATE: A high-ranking police chief from the Narcotics division is being sought by police.

Phnom Penh, Cambodia News: National Police Chief Gen. Neth Savoeun informed the media on the morning of March 26, 2019, that police forces have arrested four more suspects in connection with the police drug raid at the Rock Entertainment Center.
They have been sent to the Phnom Penh Municipal Court and are currently being questioned by prosecutors.

Meanwhile, the investigation continues, and police are searching for more suspects, including top police officer Leng Sok Kong, the head of the Anti-Narcotics Bureau of the Phnom Penh Police Commissariat 4.
