I don't know.
The competent authorities suggest that the substances he had are used to manufacture drugs. He also tested positive for THC.
They aren't his medical records. They are comments he posted on public internet forums with his name or other identifying information.

Is the drug he was planning to manufacture the vape nicotine sauce Bubble T was talking about? Electric cigarettes are criminal here so it's not like he was manufacturing meth or anything?

According to today's Khmer Times, among other things, the Israeli man was arrested with half a kilo of meth.

Israeli national nabbed for drug trafficking
Svay Rieng provincial anti-drug police on Sunday collaborated with Bavet city police to apprehend an Israeli national for the possession and trafficking of nearly half a kilogram of methamphetamine.
Major Keo Kosal, an officer with the provincial anti-drug police department, yesterday identified the suspect as 41-year-old Trillessky Ran, an Isreali tourist who lived in a guesthouse in Bavet commune.
Maj Kosal said an undercover police officer contacted Mr Ran for drugs and police found that Mr Ran was allegedly peddling drugs out of his room at the guesthouse. On Sunday, police raided his room at about 8am.
“He targeted foreigners, gamblers, and guesthouse residents in Bavet city,” Maj Kosal said. “He was arrested after an undercover police officer contacted him to buy drugs.”
Maj Kosal said police seized more than half a kilogram of methamphetamine, unspecified chemicals, two laptops, three phones, one motorbike and other materials. He noted Mr Ran also tested positive for drugs.
Maj Kosal said Mr Ran is accused of drug use and trafficking and will be sent to the provincial court for questioning today.

It's not "vape nicotine sauce", it's weed distillate.
In any case, with half a kilo of meth I think a bit of weed is going to be the least of his worries.

Four Vietnamese held on drug charges

Svay Rieng provincial court charged four Vietnamese nationals on Saturday with possessing and trafficking about half a kilo of methamphetamine and ecstasy in the border city of Bavet.
Major Lim Seng, a police officer with the provincial anti-drug department, said the four were Hay Voeukhong, 66; Nguven Thileuy, 24; Buoy Thilou, 34, and Troeug Thimai, 23. They all worked at a Vietnamese-owned casino in Bavet city.
He said that at about 10am on Thursday, provincial anti-drug police, in collaboration with provincial immigration and Bavet city police, raided the four accused’s rental house in Bavet Kandal village.
Police identified them and found out where they were living after the arrest of an Israeli man who was part of their drug network on February 3 in Bavet city on the Vietnamese border.
Based on the Israeli man’s confession, police arrested them on Friday.
