Diplomatic passports issued to foreigners to be annulled

The government last week released a letter of instruction on the provision of diplomatic passports to foreigners appointed as advisers and assistants to the political elite and government institutions.

The Ministry of Foreign Affairs and International Cooperation will move to annul diplomatic passports issued to those not born in Cambodia.

Analysts say the move may be in relation to reports that former Thai prime minister Yingluck Shinawatra used a Cambodian passport to register as a company director in Hong Kong.

The government last week released a letter of instruction on the provision of diplomatic passports to foreigners appointed as advisers and assistants to the political elite and government institutions.

The two-page instruction released on Wednesday by Prime Minister HE, which The Post received on Saturday, says some foreigners appointed as advisers and assistants to high-ranking officials and institutions had become naturalised Cambodians and applied for diplomatic passports.

The letter of instruction says in order to prevent such passports being used incorrectly as stated in a 2008 sub-decree, the government instructs that Cambodian diplomatic passports must not be issued to those who are not Cambodia-born unless it is a “most necessary case”.

“All ministries and institutions have the duty to collect the diplomatic passports that they applied for their advisers and assistants who are not Cambodian by birth, and hand the passports over to the Ministry of Foreign Affairs and International Cooperation no later than a month from the date of this instruction,” said the letter, which was signed by Prime Minister HE.

Ministry of Interior spokesman Phat Sophanith said on Sunday that the Ministry of Interior did not control diplomatic passports and hence did not have figures as to how many have been issued. He said the Ministry of Interior issues only normal passports.

“However, we will be enforcing [the instruction] from Prime Minister HE,” he said.

Kin Phea, the director-general of the International Relations Institute at the Royal Academy of Cambodia, said the instruction may be linked to the reports about Yingluck or other cases involving diplomatic passports.

However, he said that Cambodia denied the media reports and no action would be necessary if Thailand did not request cooperation in the Yingluck case.

Cambodia launches crackdown on passports after reports Yingluck Shinawatra used foreign document to flee Thailand

Cambodian Prime Minister HE has decided to annul diplomatic passports issued to anyone born outside the country, ordering such passports be issued in only the “most necessary” cases.

In a two-page instruction, issued last Wednesday, the prime minister also ordered all government bodies to retrieve such passports for a thorough check, the Phnom Penh Post reported on Monday. The instruction was issued the same day the South China Morning Post reported Thailand’s former prime minister Yingluck Shinawatra, in self-imposed exile since 2017, has a Cambodian passport.

Corporate filings in Hong Kong showed Yingluck used a Cambodian passport to register as the sole director of a Hong Kong company that was incorporated in August last year. It remains unclear when Yingluck obtained the passport, and whether it was a diplomatic or civilian passport.

In Cambodia, foreigners appointed as advisers and assistants to high-ranking officials and institutions, who have become naturalised Cambodians, can apply for diplomatic passports, the Phnom Penh Post reported on Monday.

Last week, Cambodia denied it issued a passport to Yingluck, with an official saying the country “never” issues passports to foreigners.

However, the Khmer Times quoted the same official last year saying 1,518 foreigners were granted Cambodian nationality from 2014-17. Foreigners have been able to acquire Cambodian nationality by investing in the country or by marrying a Cambodian national.

Fugitive former Thai Prime Minister Yingluck Shinawatra, who was sentenced in Thailand to five years in prison on graft-related charges, has received Serbian citizenship.

State news agency Tanjug reported Thursday that the Serbian government granted her the citizenship "because it could be in the interest of Serbia.'' Serbian officials did not comment on the reason behind the decision.

A government decree confirming she was granted citizenship was published in June in Serbia's official gazette.

With the Serbian passport, Shinawatra can travel without a visa to over 100 countries, including most of members of the European Union.
