His father King Norodom Sihanouk then pardoned him and offered Khmer Rouge cadre amnesties in return for their defection as government troops pushed into the northwest and surrounded what was left of Pol Pot’s strongholds along the Thai border.
This was the policy for many years. Government troops offered amnesty to Khmer Rouge soldiers if they came across to the government side, promised they would never be prosecuted, and gave them money to return to their home provinces. The war was won, largely by Khmer Rouge soldiers defecting to the government side.

It should be understood, during the war many people only became soldiers because they had no choice.
