Phnom Penh, Cambodia News: On December 23, 2018, Minister of the Interior and Phnom Penh police carried out a combined raid at a Chinese mini-mart located on Camko City Road, Group 1, Poung Puy Village, Toul Sangke II, Khan Russey Keo, Phnom Penh.

During the raid, fifteen Chinese nationals, all male, were taken into custody for alleged VoIP offenses against fellow citizens of the People's Republic of China. They have been taken to the Ministry of the Interior for questioning.

Group nabbed over kidnapping and extortion
December 25, 2018
Police from the Interior Ministry’s penal police department, in collaboration with Russey Keo district police, on Sunday arrested 15 Chinese nationals over the unlawful confinement of a Chinese businessman in order to extort money from him in the capital.

Major Muong Seng, a penal police officer at the ministry, yesterday said the 15 men were part of a gang of Chinese nationals operating in the Kingdom and they were arrested at about 1pm on Sunday during a raid on the Chinese-owned Huualan Supermarket in Tuol Sangke II commune.

He said they were arrested following a complaint by a Cambodian woman who said that her Chinese husband was being held by a group of men who telephoned her asking for $20,000 to secure his release.

“They are Chinese gangsters, who were hiding in Cambodia,” Maj Seng said. “They were arrested on Sunday after police raided their rental units in the supermarket in Russey Keo district.”

He said that after their arrests, police rescued a Chinese national who was held by them and also seized a Lexus 570, a pistol, passports and other documents from them.

Police arrest alleged pornographers in capital
Immigration and Chbar Ampov district police on Tuesday arrested ten Chinese nationals suspected of exploiting children and producing pornographic videos.

Lieutenant General Uk Heiseila, director of investigations at the General Department of Immigration, yesterday said the Chinese nationals were arrested Tuesday morning at about 10am following a raid on two rented houses in the district.

Lt Gen Heiseila said police seized laptops, passports, phones and documents from them.

“They were arrested in accordance with a request from Interpol in China,” he said. “They had committed crimes, including exploitation of children and producing pornographic videos in China.”

“The ten fled China and were hiding in Cambodia,” Lt Gen Heiseila added. “They fled after they were reported to Chinese police.”

He said that according to the request by Chinese police, the ten are part of a Chinese criminal network who persuaded Chinese females, especially underage girls, to take nude photos or film sexual acts for money.

The photos and footage were then uploaded online to a website for sale.
