Phnom Penh (FN), Dec. 20 – Finished studying Phnom Penh-Bavet Expressway, Minister of Public Works and Transport Sun Chanthol said Thursday that the 130km-expressway connecting Phnom Penh and Bavet on the border with Vietnam will come at a cost of $3.8 billion, addressing at the inauguration ceremony of the LM17 port terminal phase II in Kandal Province.
The expressway will take approximately six years to complete; successfully built, it will boost regional trade, connectivity, development, and tourism.
Sun Chanthol said the 132km Phnom Penh-Bavet Expressway is costly, as about 80km will have to cross many lakes and floodplains, compared to the construction of 190km highway from Phnom Penh to Sihanoukville, which costs only approximately $2 billion.
“The cost is so expensive, so the government has not decided whether to build yet,” the minister said adding that, “we are finding partner.”

Phnom Penh, Cambodia News: According to the Japan International Cooperation Agency (JICA) study, the Phnom Penh-Bavet Express Highway Project will have a total length of about 135 km, with four lanes, seven interchanges, six rest places, and one new border gate. Around 12 kilometers of the new expressway will be elevated.

Vietnamese expressway to connect with Cambodian border
Vietnam’s Ministry of Transport is studying a proposal to build an expressway from Ho Chi Minh City to Moc Bai, in the border with Cambodia, according to Vietnamese news outlets.
The news surfaced during a meeting between the mayor of Ho Chi Minh City and the governor of Tay Ninh province, in the border with Cambodia.
During the meeting, it was revealed that the project, if granted approval, would be connected to Cambodia’s Phnom Penh-Bavet expressway at the Moc Bai international border gate that separates the countries.

New study on Phnom Penh-Bavet expressway
The China Railway Corporation is conducting a feasibility study on the construction of an expressway linking the capital with Bavet, in the border with Vietnam, according to the Ministry of Public Works and Transport.
The study will take eight months to complete, Minister of Public Works Sun Chanthol said last week.
He said the ministry and the company have signed an agreement on the study recently.
This will be the second study on an expressway between Phnom Penh and Svay Rieng province’s Bavet. The first one was conducted by Japan International Cooperation Agency (JICA).
The recently-announced study will look further into whether the project is feasible and cost-effective. It will be submitted to the government who will use it to decide whether or not to allow the investment, Mr Chanthol said on Friday during a visit to the Bavet International Border Gate.
“Under the recently signed framework agreement, the company will take 8 months to conduct the study and submit a report to the government.
“If the investment is deemed feasible, the next step will be to negotiate a concession with the company,” Mr Chanthol said.
JICA’s study showed the project would cost more than $2 billion.
According to that report, the expressway would be 135 kilometres long, running through Phnom Penh, Kandal, Prey Veng, and Svay Rieng until the border gate in Bavet.
The China Railway Corporation announced its interest to invest in the project earlier this year.

It seems that a Chinese company, China Railway International Group Co Ltd, has agreed to put up the necessary investment to build a high speed road between Phnom Penh and the Vietnamese border crossing in Svay Rieng.

The Cambodian government has plans to build an expressway from Phnom Penh to Svay Rieng province’s Bavet city, said the Office of the Council of Ministers in a statement released today.
In the letter signed by Prime Minister HE on Wednesday, he ordered the Ministry of Transport and Public Works, Ministry of Finance and Office of the Council of Ministers with other related authorities to form a committee to draw up the plans for this project.

Bavet city is located at the border between Cambodia and Vietnam. The construction of this expressway will facilitate transportation and transfer of goods across the country from Phnom Penh to the provinces along the road to Svay Rieng, as well as Vietnam.

National Highway 62 running through Long An Province should be renovated to shorten the journey from Ho Chi Minh City to the Mekong Delta and the Cambodian border.
In its proposal sent to the Ministry of Transport on Thursday, Project Management Board 7, in charge of managing traffic projects in southern Vietnam and the Central Highlands region, estimated the cost for the renovation at VND2.257 trillion ($97.9 million).
Starting in Long An Province, National Highway 62 runs 76 kilometers (47 miles) through the province before reaching the Vietnam – Cambodia border.
It also connects with highways No.1, N2 and HCMC-Trung Luong-My Thuan Expressway. All three are major routes running from HCMC and other southeastern localities to and through the Mekong Delta.
In recent times, National Highway 62 has been seriously downgraded with significant cracks and damage to its surface. The road has also become too narrow for the increasing volume of traffic.
As proposed, renovation work will start next year for completion in 2023 and use investment funds raised from issuing government bonds.
Aside from upgrading damaged sections, Project Management Board 7 is planning to expand the road's width by two meters to 11 meters.

So Victor and China Railway International Group Co., Ltd. Representatives of the Royal Group and the ministry’s technical team also attended the meeting.
