Police note rise in foreigner crimes

The National Police has ranked Chinese nationals as the top perpetrators of crime and victims of crime in the country, according to a report obtained by the Khmer Times yesterday.

An annual report on foreigner crime released on December 5 tallied 275 criminal cases, 31 of which were drug-related, an increase when compared to last year’s 142 criminal cases.

The National Police made 1,020 arrests of 37 foreign nationals, including the arrest of 761 Chinese nationals this year thus far, the report noted, followed by 51 Vietnamese nationals who were arrested, 45 Nigerian nationals, 21 South Koreans and 19 Thais.

The report noted that most of the arrests were made in the provinces of Preah Sihanouk and Siem Reap, and also in Phnom Penh.

It also said that 704 foreign nationals from 58 different countries were victims of crime, an increase when compared to last year’s 255.

In the report, Chinese victims stand at 237, followed by Vietnamese victims at 50, French victims at 40, British victims at 30, and victims from the United States at 35. It noted that 38 percent of all crimes reported were robberies.

General Thong Lim, deputy chief of the National Police, said in the report that this year police have received a total of 33 complaints from foreign embassies in Cambodia, noting that 13 have been resolved.

“Some complaints are still under investigation because some suspects fled,” Gen Lim said. “Police are still in contact with the embassies in order to cooperate and solve problems.”

Its only going to get worse as the Chinese population in Cambodia increases

I can see many more Chinese becoming victims in the future too

Chinese top foreign crimes list
In the first three months of 2019, crimes committed by foreign nationals rose by 49 percent compared to the same period last year.

A National Police report yesterday revealed that Chinese nationals were the top perpetrators of crime and victims of crime amongst foreigners in the Kingdom during the first quarter of this year.

According to the report, 82 criminal cases involving foreign nationals were recorded from January until the end of March. The figure shows an increase of nearly 50 percent when compared to the 55 criminal cases involving foreign nationals during the same period last year.

It said National Police made 341 arrests consisting of 241 Chinese nationals, 49 Vietnamese nationals, 26 Thai nationals, four South Koreans and three Americans.

It added that most of the crimes were perpetrated in Preah Sihanouk and Siem Reap provinces, and Phnom Penh.

Additionally, the report noted that 211 foreign nationals from 35 different countries were victims of crime, an increase of about 15 percent when compared to last year’s data from the same period.

It said there were 98 victimised Chinese nationals, 12 French nationals, 11 British nationals, nine German and seven from the US.

Some better analysis is needed. They need to break down all the types of crime. Which ones are just idiot foreigners going off the rails and chancing their luck at dumb ventures and getting caught, and which ones are criminal enterprises from syndicates who are getting a bit too comfortable? It's hard to tell nowadays.

761 Chinese arrested out of how many Chinese in Cambodia? Maybe the percentage is lower than other nationalities?
And were they arrested for robbery and/or assault or for shady dealings on a computer in a dark room?

Crime statistics for this year were published in the Phnom Penh Post two weeks ago, but they look unreliable. A reminder that the PPP is not the reliable source of information that it once was.

A Ministry of Interior report released last month said that at least 241 Chinese nationals were detained in the first three months of this year.

The statistics indicate that Chinese nationals stand at first place in the number of foreigners arrested, surpassing Vietnamese, Thai, South Korean and US nationals.

The report said that during the first quarter of this year – from December 20 last year to March 19 – foreigners committed 82 offences across the capital and 11 provinces.

A total of 341 people from 20 nationalities were detained for committing 20 types of offences. Chinese nationals committed 241 offences followed by Vietnamese (49), Thais (926)(sic), South Koreans (four) and Americans (three).

Chinese top perpetrators of crimes in Cambodia

PHNOM PENH: Chinese nationals remain the top perpetrators and victims of crimes in Cambodia, according to a report from the national police, which documented 324 criminal cases involving Chinese nationals, a rise of 15.12 per cent compared to 275 cases in 2018.

More than 1,000 Chinese nationals were arrested in connection with online gambling, prostitution, drugs and other crimes. They were deported in October.

The Khmer Times said the majority of the crimes were committed in the provinces of Preah Sihanouk, Siem Reap and Phnom Penh.

There were 558 criminal cases involving 681 foreign victims, an increase of 5.5 per cent compared with figures in 2018.

Deputy chief of the National Police General Thong Lim said even though police worked closely with embassies, there were complaints about a lack of communication.

“I acknowledge that some of our officers did not fully enforce the law and carry out their work efficiently, preventing the rescue of victims on time. We accepted all requests for firm action against perpetrators.”

He ordered the police to continue investigating criminal cases involving foreign nationals and hold regular meetings with embassy representatives to share information and provide solutions.
