Two guys I know who recently got out of Prey Sar (John and Shane) put the percent of Chinoise in there at 40.

Over 1,500 foreigners deported last year

The authorities deported 1,533 foreign nationals from 63 countries last year over various offences, according to a report presented during the General Department of Immigration Congress on Thursday.

The report, tabled during the congress to review last year’s work and set plans for 2020, showed that the 1,013 Chinese nationals who were deported, topped the list of foreigners who committed crimes and were sent home.

They were followed by Thais (220), Vietnamese (149), Nigerians (94), Indians (31), South Koreans (25) and Americans (17).

The crimes foreigners committed included extortion, online gambling, passport breaches, visa breaches and drug crimes.

“Cambodia is no different from other countries in the region and other developed countries. The presence of illegal aliens always emerges.

“Cases including entry into the Kingdom without legal paperwork, staying without passports, exceeding visa limits and escaping legal punishment in other countries,” it said.

It noted that 890 people were deported for online gambling, which has been banned in the Kingdom. Others were sent back for not having passports (242), expired visas (126) and drug crimes (200).

Since its establishment in 2014, the department has overseen the deportation of 16,200 foreigners due to the crimes mentioned, it noted.

“Enforcement measures have been taken to improve visa grants and renewals,” it said.

The department also said that to protect Cambodians from being trafficking abroad, last year the Ministry of Interior checked and verified foreign nationals who proposed marriage to 1,928 Cambodians.

The department also noted that 538 criminal offences were committed by 1,802 foreigners last year.

Crimes up with 211 deaths, influx of foreigners to blame

Minister of Interior Sar Kheng on Wednesday said crimes increased by eight per cent last year, resulting in 211 deaths.

He revealed the figures during the ministry’s 2019 review and laid the blame for the increase on an influx of foreigners into the Kingdom.

“The crime rate last year increased by eight per cent due to the influx of foreigners who committed crimes, but the National Police made efforts to crack down on them, taking action in 89 per cent of cases which was higher than the previous year.

“Some of the offences such as theft under aggravating circumstances, rape-murder, intentional violence, fraud and illegal use of firearms were reduced.

“Measures to prevent and crack down on drug offences were actively pursued in line with the implementation of the anti-drug campaign,” he said.

A ministry report released at the meeting noted that there were 3,196 criminal cases last year compared with 2,969 in 2018.

The cases led to 211 fatalities, 829 injuries and 1,412 people being victimised, while 55 vehicles and 341 motorcycles were stolen.

The report noted that police cracked down on 2,842 cases, equivalent to 89 per cent of offences, arresting 4,119 offenders, of whom 1,074 were involved in drugs.

The other offences included theft, illegal confinement, rape, sexual assault, violence with intent and murder.

The report noted 163 human trafficking and sexual exploitation offences were cracked down on with 219 perpetrators arrested, including 34 foreigners sent to court.

Phnom Penh police to strengthen management of foreigners and crack down on crimes

The Phnom Penh Municipal Police held a meeting to strengthen the management, research and crack down on crimes caused by foreigners on Friday.

According to the National Police’s Facebook page, Phnom Penh Municipal Police held a meeting to assign a working group to strengthen the control of foreigners working and staying in Phnom Penh. This is to strengthen the effective implementation of immigration law, transparency of illegal migrants and research to crack down on crimes committed by foreigners.

According to the 2020 Phnom Penh Municipal Police report, there are 16,305 foreigners in Phnom Penh, including 4,780 women, of 99 nationalities.

It said there were 85 crimes committed by foreigners last year and 198 arrests. Offences included one case of aggravated theft, one case of murder, two cases of rape, 12 cases of kidnapping, one case of intentional homicide, 24 cases of theft, 10 cases of fraud, 16 cases of intentional violence, three cases of illegal use of weapons, eight cases of drug trafficking, two cases of destruction of property of others, three cases of gambling, one case of arson and one case of posting explicit pictures online.

Deputy Phnom Penh Municipal Police Chief Brigadier General Sar Samnang has asked the officers who were assigned to comply with the order of Lieutenant General Sar Thet, Phnom Penh Municipal Police Chief, to compile statistics, research and crack down on crimes by foreigners effectively and responsibly.

He said officers should carry out inspections, entry management and monthly reports of foreigners staying and working in Cambodia in a transparent, efficient and targeted manner in order to maintain social stability.

Brig Gen Samnang added that the police should cooperate with companies, workplaces and places of residence of foreigners to make it easier to identify and prevent crimes from foreigners.

“During the inspection of the work and accommodation of foreigners in the past, there has been some challenges that obstruct the authorities such as the owners not cooperating,” he said.
