3 Tons of Elephant Ivory Found at Phnom Penh Port
Phnom Penh, Cambodia News: Cambodian customs inspectors have found more than 1,026 pieces of elephant ivory, weighing over 3 tons, hidden in a textile container in Phnom Penh Autonomous Port on December 13, 2018.
According to Mr. Kun Nhim, General Director of General Department of Customs and Excise of Cambodia, his inspectors discovered the illegal contraband during a control of the cargo area of the port.
The final destination of the shipment has not been officially revealed, but illegal ivory trafficking is a lucrative business between the African east coast and the Chinese mainland market, sometimes passing via Vietnam. The contraband is often sent through Cambodia due to lax controls by port authorities.

Phnom Penh (FN), Dec. 15 - General Department of Customs in collaboration with the US Embassy in Phnom Penh cracked down 1,026 pieces of elephant ivory tusks weighed over three tons at the Phnom Penh Autonomous Port hidden in Container since July 2018, according to Sun Chhay, head of the customs department at the Autonomous Port.
Sun Chhay confirmed that the 1,026 ivory tusks were exported from a port called "Malacca" in Mozambique to Phnom Penh Autonomous Port but no one knows the delivery destination.
Currently, these ivory tusks are temporarily kept at the Phnom Penh Autonomous Port for further actions.

Cambodia Investigates 3 Tons of African Ivory Abandoned at Port

Some three tons of African ivory sat in an unmarked crate in a Cambodian port for more than a year, until a tip from the U.S. embassy led authorities to break it open this week and discover the country's largest-ever haul of trafficked ivory.
Port laborers who recently gathered outside the facility told a reporter that no one had ever showed up to claim the valuable cargo.
"There are 12 containers and one container consists of elephants tusks packed in sacks and some sacks loading rocks which look like marble," said a laborer who witnessed the seizure at the Phnom Penh Autonomous Port Container Terminal on Thursday last week.
He asked not to be named since he is afraid of being identified by port authorities.
"I think they [authorities] wanted to know [who] the owner is, but perhaps the owner knew and didn't appear," added the laborer.
Emily Zeeberg, the U.S. Embassy spokesperson, said American officials provided information to the Cambodian Customs and Excise Department that ultimately led to the search of a sealed container and to the seizure of 1,026 cut and whole pieces of ivory weighing approximately 3,370 kilograms.
"The ivory originated from Mozambique. Cambodia is a transit hub; there is no information indicating that the ivory was intended to be sold here in Cambodia," she said in an email. "The investigation is ongoing."
Ros Vanna, chairman and CEO of Kampuchea Shipping Agency and Brokers, also known as Kamsab, which grants customs clearance to foreign ships, said the port does not have rights to open the sealed containers immediately if the owner does not come. He said if goods are abandoned, a court must intervene.
"The owner didn't appear to take [them] and then we sued to the court and open the containers," he said.
Sun Chhay, a director of the Customs and Excise Office at the port, told VOA Khmer that the owner of the containers apparently did not show up to claim the cargo because they feared the smuggling operation had been exposed.
"So far we don't know whether the owner is Cambodian or foreigner," he said.
Chhay confirmed that the ivory was imported from Mozambique and shipped through Vietnam, where he said it was not checked because that country's customs authority does not have the rights to check transiting cargo.
He added that the next actions should be decided by his superior official.

The way I see it is '' officials '' provided some information but not all the information they knew . No-one says , Hey there is ivory in a sealed container in Cambodia, without having more knowledge of the sender or receiver of the product. Where , and who has the paperwork ?
Also, I have this distant memory of this happening once before and being reported in the newspapers ??

Vietnam’s illegal ivory markets are still thriving, according to a new report by Traffic, the wildlife trade monitoring network. Over two surveys conducted between November 2016 and June 2017, Traffic’s researchers found more than 10,000 ivory items being offered for sale across 852 physical outlets and 17 online platforms.
Since those surveys, Cambodia seized more than 3.2 tonnes of elephant tusks hidden in a storage container sent from Mozambique on December 16 last year, the country’s largest ivory bust.
With a small population and few buyers for ivory in Cambodia, experts agree that the ivory was probably destined for neighboring Vietnam or possibly China.
The discovery of 1,026 tusks at the Phnom Penh Autonomous Port followed a tip from the US embassy, an official said, and highlights Cambodia’s emergence as a key regional transit point for the multi-billion dollar illicit wildlife.
Weak law enforcement and corruption attract wildlife smugglers to Cambodia, especially at a time when neighbouring Thailand is cracking down on the banned trade.
This suggests that Vietnam’s ivory markets, one of the world’s biggest, has persisted over the past few decades, Traffic’s researchers say.
The team carried out surveys in 10 cities, including Ha Noi, Hai Phong, Ha Long, Mong Cai, Vinh, Da Nang, Hoi An, Nha Trang, Buon Ma Thuot and Ho Chi Minh City, and three villages – Nhi Khe in Ha Noi, and Ban Don and Lak in Daklak province.
Ho Chi Minh City and Buon Ma Thuot had the highest number of ivory items for sale. The two villages of Ban Don and Lak, however, had a disproportionately high number of items on sale compared to the number of stores.
Among the online platforms, social media websites had the highest number of ivory offers for sale.
