Two Nigerian Men Arrested for Fighting in Phnom Penh
Two scary-looking black guys got arrested for fighting on the streets of BKK1. One of them wears his pants really, really low. They've been sent to immigration. There were three other black guys at the scene of the incident, but only these two got arrested. When they started fighting, the locals called the cops and told them that black people were fighting each other.

You are probably right. We do not say "scary looking yellow guys" or "scary looking white guys" or "scary looking fat old mongers" so why concentrate on the colour?
Yes Yong, it probably is is racist but then so is much of what passes for the news. Racism is not one of the items that seems to matter much.
Don't know why anyone would get angry over your question, very straightforward and polite.

@ Yong. It is and it isn't.It depends on how you see the word "black". The problem with globalization and the internet is that many words do not have a universal meaning, but can be negative or complimentary according to local culture and context.
The context is what's important, and who says it, the way the word is used - in Cambodia the word 'Vietnamese' can be more racist than 'African', for example. However, the word itself is not racist. The intent is principal. Like most people here,I'm conscious when I read in the Khmer news that describing someone as Vietnamese may have a pejorative connotation that it wouldn't have outside of Cambodia. For example, Cambodians who behave badly may be described in the Khmer media as 'Vietnamese'.
We've all seen this.
But when we say white guy or black guy on the forum, it's mostly an attempt to describe people of name and nationality unknown. I'm sure there are some 'ugly creepy white guy' titles on here somewhere. Obviously that's negative. But 'White Guy' is often a synonym for a foreigner of unknown nationality, and is used to specify non-Asian, or not local person. Black guy is usually short-hand for a foreigner from an unidentified African country, but, you can also read a negative sense to "black"when used in Cambodia reporting, because most locals consider dark skin colour to be undesirable, and there's also the problem of the number of African expats who make the local news for crimes, which gives them all a bad name.
To sum up if its tltr - words are just words, it's the intention that counts. FLB said it.

The guy on the left looks especially scary, not because he is black, but because he chooses to look that way. It's the choices he makes with his dress, physical appearance, and use of body language. His appearance and demeanour undoubtedly worked to his advantage in whatever nefarious activities he was involved in during his time in Cambodia. I'd suggest that if he was to walk down the streets of any city of a non-shithole country looking like that most oncoming pedestrians would cross the street or avoid eye contact. If he were behind the wheel of a taxi or an uber looking like that, 99 if not 100% of women would not get in the car.
And yes, there are threads about creepy white guys in Phnom Penh, and apparently if you don't want to look like one of these creepy white guys, a starting point would be to sit inside Riverside restaurants and not at the outside tables. ask-the-expats-questions-answers/creepy ... y%20barang
