Although the bag snatches are bad, the gangs from the mainland using knives and guns are much worse. Hope the locals don’t learn this behavior and start shooting first and then robbing second.

There was an article about the prison population exploding and building more prisons to house them.

Pray tell what makes you think that? Most people feel otherwise.
"Most people" read to many online forums. Crime generally goes down as an economy improves. The Cambodian economy has been rapidly growing for years.

A very large part of the population is still extremely poor. Add to that increased drug use and increased desire by people to own the latest smartphone and I would contend that crime is a long way from reaching its peak.

All of the above strikes me as true, plus crimes increase as holidays approach, in this case The Water Festival.

Phnom Penh, Cambodia News: Two men have been arrested in connection with the bag snatching attack against a flower seller and his wife on November 3,2018. The robbery ended tragically when the man died in an accident while pursuing the thieves on his motorbike.

The two men, who were picked up by police on November 9, 2018, at 23:40pm, are both established criminals who were recently released from prison. The first man, identified as Khieu Phalla, street name “Tiger”, 21, was released from prison on 7 August 2018, and 21-year-old Mung Bun Veasna, was released as recently as 12 October, 2018.

The suspects have been handed over to the prosecution of the Phnom Penh Municipal Court to proceed with legalities. Two other men who are believed to have been involved are still at large and sought by police.

My guess is the rehabilitation and training for work upon their release, didn't work so they reverted to the easy method of obtaining money.
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.
