Your right. Under that layer of icing is a thick layer of soft porridge. A couple of years ago we had a small pothole in the road outside my place which slowly got bigger and bigger, in spite of many bricks, bags of stones and 2 bags of left over cement along with construction junk , they all disappeared into the center of Earth. Problem was finally solved when the leftovers from a cement truck dumped a wheelbarrow load on top and the road was resealed.
