Short Term Chinese Visa (American citizen)

I read that you can get a short term visa to China (72 hours). I am flying through Shanghai and have a 13 hour layover so I wanted to explore the city a bit to kill some time. I have not found much other useful information however.

Can anyone explain how that process works, do I get it on arrival or would I need to contact one of the embassies (Chinese or American, I am an American citizen) here in Phnom Penh and get one before I go?

My information is three years old but it was right after they introduced the short term visa.
I was given a 72 hour visa on arrival with proof of my onward flight. It was free.
I actually had to argue with my airline at check in in the states. They refused to check me in because I didn't have a visa for China and were unaware of the new change.

Passengers from the above countries transiting in Shanghai, Jiangsu, Zhejiang, Beijing, Tianjin, Hebei, and Liaoning can enjoy a visa-free stay up to 144 hours. They may be able to use this facility in Guangdong in the near future.

I did this in January. You need to print off a copy of your confirmed onward flight. The e-ticket should do.
There is a special immigration desk at PVG for the visa free transit pax.
Despite notices saying that a form had to be completed, in fact none was required, beyond the normal landing card.
It took a long time for each pax to be processed and it seemed that those wanting the 72 or the 144 hour layovers had to step aside and be dealt with after the 24 hour people.
As said, you may find problems at check-in, so do so early.
