Like so many things in this country, there's a huge gap from 1970 to 2000 when not much changed. Then there was a massive catch up.

Dont really know but it seems we are told of piles of cars pushed to the sides of the roads in pp during the kr, so maybe quite a few.

Google can include things which do not include all of your search criteria.
If you download the original photo on a computer, there are modern cars in it. The billboard is advertising Huawei phones, which did not exist in the 1970s. It just looks old because it is black and white.

I still wouldn't call that lots of course. One can also assume that the vast majority of vehicles were concentrated in PP and that there were not many cars elsewhere. First time I rode a bike across Cambodia in the late 90's I was amazed at how little traffic there was.
