Signing of Grant Agreements with Cambodia: Contributing to the improvement of the safe-water-supply capacity, the promotion of demining and UXO countermeasures, and the management of medical waste
On November 12, the Japan International Cooperation Agency (JICA) signed grant agreements with the Government of the Kingdom of Cambodia in Phnom Penh, to provide grant aid of up to 6.248 billion yen for the following three projects.

(1) The Project for the Expansion of Phum Prek Water Supply System (grant amount: 3.361 billion yen)
(2) The Project for the Construction of Training Complex and Outreach Facility of Cambodian Mine Action Centre (grant amount: 2.451 billion yen)
(3) The Project for the Improvement of Infectious Waste Management (grant amount: 0.436 billion yen)

Japan Provides US$186,856 for Constructing Bridge and Rehabilitating Irrigation Facilities

The Government of Japan will provide US$186,856 to support the construction of a bridge in Kampong Speu province and the rehabilitation of irrigation facilities in Kampong Cham province, under the framework, the Grant Assistance for Grassroots Human Security Project (“KUSANONE” Grant).

The Grant Contracts were signed here today between Mr. TANINAI Ichitomo, Minister / Deputy Chief of Mission, Embassy of Japan in the Kingdom of Cambodia, and the representatives of the recipient organisations.

Of the total amount, US$99,212 will be given to Kampong Speu Provincial Department of Public Works and Transport for the bridge construction project in Amleang commune, Thpong district, Kampong Speu province, pointed out a press release of the Embassy of Japan in Cambodia AKP received this afternoon.

Under the project, it explained, the existing fragile wooden bridge vulnerable to heavy rain will be replaced with a new concrete bridge. It is expected to benefit 3,300 local residents by allowing transportation of agricultural products as well as daily commutes of pupils and inhabitants to the nearest school, market and health center throughout the year.

The project aims to contribute to improving not only the residents’ standard of living but also school attendance and academic performance in addition to the increased agricultural incomes of households, it added.

For its part, the same source said, Kampong Cham Provincial Department of Water Resources and Meteorology will receive the rest of the financial support, US$87,644, for the rehabilitation project of Toul Andet irrigation facilities.

According to the release, this grant will be used to rehabilitate the exiting damaged dam and three pipe culverts in Prey Chhor district. The deteriorated irrigation facilities are not able to store enough rain water during the wet season. As a result, the supply of domestic water is insufficient, and farming is unstable depending on rain water. The project aims to ameliorate the shortage of domestic water during the dry season, and it is expected to benefit more than 4,500 inhabitants. The grant also aims to contribute to increasing farmers’ incomes by securing stable supply of agricultural water.

Japan’s “KUSANONE” Projects started in Cambodia in 1991 in order to support Cambodia’s reconstruction and development at the grassroots level. The assistance aims to protect those who are vulnerable due to various factors such as poverty and/or misfortunes that directly threaten their lives, livelihood, and dignity, as well as to promote self-reliance of local communities. Since 1991, the Government of Japan has provided over US$65 million for mainly local authorities and non-governmental organisations to implement 667 KUSANONE projects throughout Cambodia.

Visiting Japan-Cambodia Association Pursuing More Business and Investment Opportunities in Cambodia

A visiting Japanese delegation of Japan-Cambodia Association (JCA), led by its President H.E. Fumiaki Takahashi, have been eying more business and investment opportunities in the fields of aquaculture, health products, labor force, and silk.

The aims was unveiled by H.E. Fumiaki Takahashi, also Former Japanese Ambassador to Cambodia while paying a courtesy call on H.E. Pan Sorasak, Minister of Commerce, to enhance doing business and investment in Cambodia, at the ministry office yesterday afternoon.

Japan Provides US$843,946 to Support Three Projects in Cambodia

The Government of Japan will provide US$843,946 in total for three organisations under the framework, the Grant Assistance for Japanese NGO Projects, to raise awareness of environment issues, promote remedial study, and develop quality university for physical education through ICT.

According to a press release of Embassy of Japan in Phnom Penh, the Grant Contracts were signed here on Feb. 27 between Japanese Ambassador to Cambodia H.E. UENO Atsushi and the representatives of the three recipient organisations – Nature Center Risen, Shanti Volunteer Association (SVA), and Hearts of Gold.

The Grant Assistance for Japanese NGO Projects started in Cambodia in 2002 to support activities by Japanese NGOs to help Cambodia's reconstruction and development efforts at the grassroots level.
Since 2002, the Government of Japan has provided over US$50 million for 149 projects, mainly in the fields of primary education, health, agriculture and mine clearance in Cambodia.

Japan to Provide Over US$18 Million to Support Irrigation and Drainage Project in Phnom Penh
AKP Phnom Penh, April 07, 2023 --
The Government of Japan will extend JPY 2,482,000,000 (approximately US$ 18,240,000) in loan to the Royal Government of Cambodia for an irrigation and drainage project in Phnom Penh, said a press release of the Ministry of Foreign Affairs and International Cooperation (MFAIC).

The Exchange of Notes and accompanying documents on the loan extension will be signed here at the ministry on April 10 between Cambodian Deputy Prime Minister, Minister of MFAIC H.E. PRAK Sokhonn and Japanese Ambassador to Cambodia H.E. UENO Atsushi, the source pointed out.

According to the ministry, the loan will be used to carry out the Southwest Phnom Penh Irrigation and Drainage Rehabilitation and Improvement Project (II).

JICA ‘top infra supporter in Cambodia’

Japan International Cooperation Agency (JICA) has become the biggest infra supporter in the Kingdom as it constituted 13 per cent of infrastructural spending support offered by the foreign entities, a study by leading global accounting and auditing firm Pricewaterhouse Coopers has revealed.

JICA is followed by ADB (10 per cent), Exim Bank Solution of China (9 per cent), AFD (4 per cent), EU (4 per cent), AusAID (2.5 per cent), EID (2.5 per cent), World Bank (2 per cent) and others together (9 per cent).

The study found that Cambodia still has space to raise debt to fund infrastructure needs. “Its overall government debt to GDP of 37 per cent gives it ample room to borrow from multilateral development banks, international financing institutions and other bilateral fora.”

JICA has offered over $700 million to the National Road No 5 Improvement Project in concessional loans. The project has resulted in the increasing volume of traffic on the road, which connects Phnom Penh to Thailand.

Japan Donates 10 Ambulances to Cambodia

The Government of Japan, through the United Nations Population Fund (UNFPA), has handed over 10 new ambulances and additional lifesaving medical equipment to boost Cambodia’s health care system.

The handover ceremony took place here on May 12 under the presidency of H.E. UENO Atsushi, Japanese Ambassador to Cambodia, and H.E. Dr. Yuok Sambath, Permanent Secretary of State at the Ministry of Health.

According to a joint press release AKP received this evening, the donated lifesaving equipment to support safe deliveries for women include 10 new ambulances, 140 midwifery kits, 10 vacuum extractors, and 400 sets of non-pneumatic anti-shock garments.

This equipment which helps towards ensuring that every delivery is safe also contributes towards the Ministry of Health’s efforts in building a resilient and responsive health care system that provides improved access to quality sexual reproductive maternal and neonatal health services for its most vulnerable populations, especially women and babies.

“Receiving the ambulances and lifesaving medical equipment will help to strengthen the healthcare system and provide the highest quality of care, allowing communities to utilise health services appropriately, especially for women and newborn in the remote provinces. The Ministry of Health would like to thank the Japanese Government and UNFPA Cambodia for supporting Cambodia's health system and ensuring all mothers' and newborns' health are safe during childbirth,” – said H.E. Dr. Yuok Sambath.

The ambulances will be deployed to increase access to life saving services and interventions in timely manner for women and newborn and other emergencies. The vacuum extractors are used to save mothers and newborns from prolonged labour, the midwifery kits which contain instruments for safe delivery are for midwives to use during delivery, and the Non-Pneumatic Anti-Shock Garment (NASG) is a new instrument to prevent shock due to the bleeding during delivery.

These instruments are necessary to save lives. The Ministry of Health is grateful for this generous and timely support from the Japanese Government to the Ministry through the United Nations Population Fund (UNFPA).

“This year marks the 70th Anniversary of the establishment of diplomatic relations between Japan and Cambodia. The Government of Japan has been supporting the efforts to save maternal and newborn lives and improve child health in Cambodia for a long time. Now the health conditions have improved, however, there still remains a lot of difficulties especially in many provinces. We would like to keep providing wide ranging support to enhance the quality of life of the Cambodian people. I wish that the equipment will contribute to the improvement of health, especially for the women, newborns, and children,” said H.E. UENO Atsushi.

Japan Extends US$188 Million in Loans for Road Connectivity and Water Supply in Cambodia

Japan has agreed to provide nearly JPY 26 billion (equivalent to over US$188 million) in loan to support road connectivity and water supply projects in Cambodia.

The Exchange of Notes and accompanying documents on the loans were co-signed here on Jun 20 between H.E. PRAK Sokhonn, Cambodian Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation and Japanese Ambassador to Cambodia H.E. UENO Atsushi.

According to a press release of the Ministry of Foreign Affairs and International Cooperation, of the total amount, almost JPY 23.7 billion (equivalent to approximately US$173 million) will be used for the implementation of the Rural Road Connectivity Improvement Project; and the rest, more than JPY 2 billion (equivalent to approximately US$15 million), for the implementation of the Siem Reap Water Supply Expansion Project (III).
