Japan Provides Fire Engines to Phnom Penh Municipal Administration

Japanese government has provided four second-hand fire engines to Phnom Penh municipal police, under the Grant Assistance for Grassroots Human Security Projects ("KUSANONE" Grant).
The handover ceremony was held here on Jan. 24 under the presidency of H.E. Khuong Sreng, Phnom Penh Municipal Governor and Japanese Ambassador to Cambodia H.E. MIKAMI Masahiro.
The donation is aimed to improve the firefighting capability in Phnom Penh capital.
Speaking on the occasion, H.E. Khuong Sreng expressed his gratitude to the Government and people of Japan for their assistance to Cambodia, especially to Phnom Penh municipal administration.

Japanese PM to Visit Cambodia This Sunday

H.E. KISHIDA Fumio, Prime Minister of Japan, will lead a high delegation to pay an official visit to the Kingdom of Cambodia on Mar. 20-21, 2022, at the invitation of Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia.
According to a press release of the Ministry of Foreign Affairs and International Cooperation AKP received this afternoon, Samdech Techo Prime Minister HE and H.E. Prime Minister KISHIDA Fumio will have a bilateral meeting to discuss the enhancement of relations and cooperation between the two countries, including in fields of trade and investment, education, infrastructure, defence and security and the post-COVID-19 socio-economic recovery, among others, and also exchange views on regional and international issues of common interests and concerns.
At the end of the meeting, the two Prime Ministers will have a joint press conference. The Joint Statement between Cambodia and Japan will be released shortly afterwards.

Japan provides $1 million funding to enhance maternal, newborn care in Cambodia
The Japanese government has remitted around $1.17 million to the United Nations Population Fund, the UN’s sexual and reproductive health agency, to support Cambodia in ensuring its vulnerable sectors receive continuous access to maternal and neonatal care amid the pandemic.
Specifically, the funding will help strengthen health workers’ capacity and enhance the provision of sexual reproductive maternal and newborn health services by introducing telemedicine and expanding online learning platforms.
It will also help improve the access to essential sexual reproductive and neonatal health services and information for young people and gender-based violence survivors through the use of digital platforms.
Moreover, it will fund life-saving equipment and ambulances to upgrade emergency obstetric and newborn care in the country’s northeastern provinces.

24th Japanese Speech Contest to be Held This Weekend

The 24th Japanese Speech Contest for Japanese language learners will take place at Cambodia-Japan Cooperation Centre (CJCC) in Phnom Penh on Sunday, May 22 from 13:30 to 17:00.
Jointly organised by the Embassy of Japan, CJCC, the Department of Japanese language, Institute of Foreign Languages, Royal University of Phnom Penh (RUPP-IFL) and The Japan Foundation, Phnom Penh Liaison Office, the upcoming event is aimed to further promote the understanding of Japanese culture and language amongst the Cambodian youth.
According to the embassy’s press release, the Japanese Speech Contest is a special occasion for students of various Japanese schools in Cambodia to showcase a wide range of brilliant speeches.

Signing of a Loan Agreement for Rural Area Agricultural Sector Supporting Project in Cambodia(Private Sector Investment Finance) : Improving Access to Finance for the Agriculture Sector
On May 13, the Japan International Cooperation Agency (JICA) signed a loan agreement with ACLEDA Bank Plc. (ACLEDA Bank) for Private Sector Investment Finance of up to 85 million US dollars to finance a loan to Cambodia's agricultural sector. The loan is co-financed with Sumitomo Mitsui Banking Corporation (SMBC), and the Sustainable Finance Framework (*1) agreed upon by the two institutions in March 2021 will apply to the loan.
The agricultural sector plays a highly important role in Cambodia's economy, accounting for approximately 20% of GDP and 30% of employment. On the other hand, access to finance in the agricultural sector is limited to about 9% of the total amount of loans in the country, and more than half of farmers do not have any access to finance. About 90% of Cambodia’s poor live in rural areas, where about 80% of the population is engaged in agriculture, and the income in these areas is only around 50–60% of that in urban areas, creating an economic disparity.
This loan will contribute to improving access to finance for these rural farmers through ACLEDA Bank, the financial institution with the largest loan balance in the agricultural sector in Cambodia. The loan aims to contribute to sustainable economic growth in Cambodia by supporting the expansion of lending to the agricultural sector, and will contribute to SDGs Goal 1 (No poverty), 2 (Zero hunger), 5 (Gender equality), and 8 (Decent work and economic growth). It will also be implemented in line with the Initiative on Overseas Loan and Investment for ASEAN (*2) announced by the Japanese government in 2019.

Six More JICA Volunteers Arrive in Cambodia

Six new JICA volunteers arrived in Cambodia under the Japan Overseas Cooperation Volunteers (JOCV) programme of the Japan International Cooperation Agency (JICA).
According to a news release of JICA Cambodia Office issued on Aug. 10, the six new JOCVs will start their Khmer Language Training before their official dispatch to recipient provinces: Kandal, Kampong Speu, Siem Reap, Battambang and Kampong Cham with different fields including Primary School Education to Science Education and Youth activities.
The JOCV programme in Cambodia began in 1965, giving it a history of 57 years and almost 800 volunteers have been dispatched.

Cambodia Reaffirms Support for Japanese Investments

The Cambodian Ministry of Commerce has expressed its strong support for Japanese companies wishing to invest in Cambodia and reaffirmed its cooperation in facilitating the investment.
H.E. Pan Sorasak, Minister of Commerce, underlined the support and cooperation when he received here yesterday afternoon a delegation of Japanese businessmen and investors led by Ms. Marisa Haruta, Chief Representative of Japan External Trade Organisation (JETRO) Phnom Penh Office.
Cambodia officially opened a private trade centre in the city of Atsugi in Kanagawa prefecture on Mar. 17, 2022 to display and promote Cambodian products in Japan.
In 2021, the Cambodia-Japan bilateral trade volume was recorded at over US$1,700 million, of which over US$1,093 million were Cambodian exports.

Japanese government Provides More Than USD 50 million to Cambodia for 4 Projects
Cambodia News (Phnom Penh): On 12 November 2022, the Government of Japan agreed to provide approximately USD51.3 million to the Royal Government of Cambodia for the implementation of four major projects.
The grant was signed by an exchange of letters and documents chaired by Samdech Techo HE, Prime Minister of Cambodia, and HE Kishida Fumio, Prime Minister of Japan, following a bilateral meeting at the Sokha Hotel in Phnom Penh.
The grant was made for:
1. The construction of a training and education building on war awareness of the Cambodian Mine Action Center, amounting to JPY 2,451 million (approximately USD 17 million).
2. Economic and Social Development Program with the amount of JPY 1,150 million (approximately USD 8 million)
3- a project to improve the management of contaminated medical waste worth JPY 436 million yen (approximately USD 3 million)
4- Project to expand the water supply system of Phum Prek factory with JPY 3,361 million (approximately USD 23.3 million).
At the same time, HE Dr. Aun Porn Moniroth will also sign the following documents with the Japanese side:
1) Grant financing agreement for the above 3 projects implemented by JICA with Ms. KAME Haruko, Director of the Japan International Cooperation Agency (JICA) in Cambodia
2) Memorandum of Understanding between the Ministry of Economy and Finance and Toyota Tsusho Corporation with Mr. (Toshimitsu Imal) Deputy Chief Executive Officer of Toyota Tsusho Corporation.
3) The grant funding provided by the Government of Japan will significantly contribute to the Royal Government of Cambodia's efforts to accelerate the economic and social development of Cambodia, as well as further strengthen existing good cooperation and traditional ties between the two countries.

Cambodia, Japan set to bring ties to new heights

The leaders of Cambodia and Japan have agreed to upgrade their bilateral relationship to a “comprehensive strategic partnership”. The commitment was made during a bilateral meeting between Prime Minister HE and his Japanese counterpart Fumio Kishida on the sidelines of the ASEAN Summit on November 12.
“Earlier this year, when my Japanese counterpart visited Cambodia, I proposed to improve the relationship from a strategic partner to a “comprehensive strategic partnership”. Today, Kishida announced that Japan has agreed to enhance this relationship next year,” said HE.
The Japanese embassy in Phnom Penh noted the remarkable progress of cooperation between the two nations over the years.
“Cambodia and Japan have maintained diplomatic relations since 1953. The 70th anniversary of these relations will be observed next year, marking the beginning of the ‘comprehensive strategic partnership’ between the two countries,” it said.
International political observers said that enhancing the relationship to the comprehensive strategic partnership would be mutually beneficial.
A “Comprehensive Strategic Partnership” is a detailed and thorough agreement in which each of the signatories agrees on their mutual obligations. In 2010, Cambodia and China entered into such a partnership and trade volume between the two countries has increased ever since, as did mutual support for international politics.
Policy analyst Ro Vannak opined that the partnership could lead to Cambodia gaining international diplomacy and trade benefits, while Japan’s main motivation is to compete with China in the region.
