Japan to extend almost $73 million to support various projects in Cambodia

The Government of Japan will provide up to nearly $73 million in loan and grant aid to Cambodia to support various development projects, pointed out a press release of the Ministry of Foreign Affairs and International Cooperation (MFAIC) made public this morning.

Both sides will sign the Exchange of Notes and related documents on the extension of the financial assistance here at the MFAIC on Oct. 11.

Prak Sokhonn, Deputy Prime Minister, Minister of MFAIC, and Mikami Masahiro, Japanese Ambassador of Japan to Cambodia, will be the signatories.

According to the press release, of the total amount, $58.2 million is a loan for the implementation of Siem Reap Water Supply Expansion Project (II), and the rest is grant aid for the implementation of Economic and Social Development Programmes: $1.8 million for Landmine Action Sector, $2.27 million for Construction Material Sector, $2.27 million for Cadastral Survey Sector, $3.63 million​ for Human Resource Development Sector, and $4.54 million​ for Manufacturing Sector.

Yeah, I always wonder why they do it (the 90s were a different time obviously). I suspect a big part of it is a "don't forget us" for when the showdown or tilting goes full-on China.

Maybe kindness has something to do with the reasoning. Japanese are always very transactional. Mostly because when the Japanese government provides this "aid" they require that the equipment, supplies, construction materials, and high-level labor/management all are purchased from Japan. They are paying to have their own companies make the revenue and profit in Cambodia.

Please explain the "Khmer are smart" in relation to this topic.

Japanese don’t demand takeover of ports, hospitals, roads, sanitation facilities, raw resources, etc., when a country can’t payback the loan. Usually it’s loan forgiveness.

Is there any country that takes over these things when a country can’t back a loan?

Oh, that’s right, the evil western countries, especially the US. Because the evil westerners are the root to all evil.

Khmer are smart. Japanese are smart, too.

Japan Provides USS368,478 for Road and Health Infrastructure Projects in Cambodia

The Government of Japan has agreed to provide US$368,478 to support four road and health infrastructure projects in Cambodia, under the framework, the Grant Assistance for Grassroots Human Security Projects ("KUSANONE" Grant).

The Grant Contracts were signed today between Japanese Ambassador to Cambodia H.E. Mikami Masahiro and representatives of the recipient organisations.

According to a press release of the embassy, Kep Provincial Department of Public Works and Transport will receive US$93,932 of the total amount for a Road Improvement Project in Porng Teuk commune, Damnak Chang-er district, Kep province; while Rattanakiri Provincial Department of Health will get US$92,305 for Sre Angkrong Health Centre Construction Project in Sre Angkrong commune of Rattanakiri province.

Some US$86,623 will be granted to the Angkor Hospital for Children to carry out the Project for Installing Medical Equipment at Neonatal Intensive Care Unit of the hospital, and the rest, US$95,618, will be given to Damnok Teuk Organisation to support the Project for Improving Day Care Centre for Children with Disabilities at Damnok Teuk Centre in Prey Veng province.

Japan's "KUSANONE" Projects started in Cambodia in 1991 in order to support Cambodia's reconstruction and development at the grassroots level. The assistance aims to protect those who are vulnerable due to various factors such as poverty and/or misfortunes that directly threaten their lives, livelihood, and dignity, as well as to promote self-reliance of local communities. Since 1991, the Government of Japan has provided over US$64 million for mainly local authorities and non-governmental organisations to implement 654 KUSANONE projects throughout Cambodia.

Cambodia-Japan Sign $185M COVID19 Loan

Phnom Penh (FN), Jan. 12 – The government of Japan provided an additional concessional loan worth of USD 185 million to Cambodia to fight against COVID19.

The agreement was signed on Wednesday under the chairmanship of Cambodian prime minister HE at the Peace Palace.

According to the Ministry of Economy and Finance (MEF), the loan will be allocated to implement the Royal Government’s policy to maintain welfare and socio-economic activities during the pandemic, in particular providing social assistance for the poor and vulnerable households.

The COVID19 outbreak has cost Cambodia USD 2.3 billion in terms of spending to save people’s lives.

In 2020, the Japanese government provided Cambodia a COVID19 crisis loan worth more than USD 237 million and this loan has yet allocated.

So far, the Japanese government has donated COVID19 vaccines, ambulances, and medical equipment, worth more than USD 60 million to Cambodia to fight against COVID19.
