Re: EU Prepare to Hit Cambodia with Trade Sanctions
Could EU tariff threat on Cambodia lead to exploitation of women?
Many women could lose their jobs and turn to other industries, where they may be sexually exploited, warns a new report.
4 Nov 2019
Tens of thousands of garment workers in Cambodia could be exploited if proposed European Union (EU) trade sanctions cause major fashion brands to downsize their operations in the Southeast Asian nation, labour rights activists are warning.
The garment industry is Cambodia's largest employer and generates $7bn annually. Still, it faces uncertainty after the EU this year began a process that could see tariffs reintroduced next August.
The European Union Chamber of Commerce estimates that 90,000 jobs would be at risk if the EU suspended special trade preferences over Cambodia's record on democracy and human rights.
A sourcing manager at Britain's Primark said last week that European companies would "pull out of production" in Cambodia if trade preferences ended, while the head of production at Sweden's H&M warned of a "substantial backlash".
Workers who lose their jobs - mainly women - would likely end up in the entertainment or service industries, at bars and massage parlours, and be exposed to sexual exploitation, said Khun Tharo of the Center for Alliance of Labor and Human Rights.
"There is no safety net in those sectors," the charity's programme coordinator told the Thomson Reuters Foundation.
The alternative for women workers would be migrating to Thailand where two million Cambodians are estimated to work, many of them undocumented and vulnerable to modern-day slavery, he said.
"Either way," he cautioned, "serious risks will be taken."
Cambodia benefits from the EU's Everything But Arms (EBA) trade programme, which allows the world's least-developed nations to export most goods to the EU free of duties.
The bloc is Cambodia's largest trading partner, accounting for 45 percent of its exports in 2018. Clothing factories in the country employ 700,000 workers, and garments make up a large share of exports to the EU, worth about $5.5 bn.
Yet the value of exports to Europe fell by about $600m in the first half of 2019 compared with the same period last year, according to Ken Loo, secretary-general at the Garment Manufacturers Association in Cambodia (GMAC).
Khun Tharo, Center for Alliance of Labor and Human Rights: "You can already see the impact, just on the threat of withdrawal," he said, predicting mass job losses from the second quarter of 2020 should the trade preferences be revoked.

Re: EU Prepare to Hit Cambodia with Trade Sanctions
sexually exploited instead of exploited
fewer hours, and they'd probably make much more $ too
seriously though, well done to that sector for advancing worker's rights somewhat
but it can't be dependent on a bribe
and a tariff isn't armageddon, cambodia can still sell itself on this very issue, while ridding the chinese parasites
of course the euro fashist houses are crying wolf, they'll have to pay more
but what are they going to do, relocate to even-more-exploitative bangladesh, etc?
the 'backlash' will be on them if they do

Cambodia’s HE Downplays Loss of EU Trade Privileges
The premier continues to maintain the line that his country is willing to lose the benefits in order to preserve its sovereignty.
By Sopheng Cheang
November 21, 2019
Cambodian Prime Minister HE said on Thursday that it is more important for his country to maintain its independence and sovereignty than to retain special trading privileges that the European Union has threatened to withdraw.
Hun Sent told government officials that even with the loss of the trade privileges, Cambodia would be able to export its products to the EU as before. It would earn lower profits, but the EU would no longer be able to threaten or put any conditions on Cambodia, he said.
The EU announced earlier this year that it would begin a monitoring process to decide whether to end duty-free and quota-free imports from Cambodia because of concerns about its poor record in human and labor rights. Cambodia is one of several developing nations with which the EU has an “Everything But Arms” — EBA — scheme granting preferential access to the European market for things other than weapons.
The EU on November 12 handed over its preliminary evaluation report to Cambodia, allowing one month for a response. The report is confidential, but it is believed to be critical of Cambodia for failing to improve its rights record.
A decision on whether to withdraw the privileges is supposed to be made by February next year.

Tariff isn't armageddon. Loss of thousands of jobs however. It could trigger an uprising that HS may not be able to contain without the help of Winnie the pooh.Phnom Poon wrote: ↑Wed Nov 06, 2019 10:23 pm sexually exploited instead of exploited

Foreign garment companies were already considering leaving Cambodia before the discussion around the EBA started. High electricity prices, unreliability and instability of the electrical system, noncompetitive wages, frequent demonstrations, low production outputs, unfavorable regulations in place... Withdrawing the EBA will just be the straw that will break the camel's back.

He's not wrong. I think it's a win-win: more independence for Cambodia, and Cambodia learns to pay for their own shit for once. It won't be the end of the world, and Cambodia and hopefully it's government will learn/grow from it.
